Cooperation with Rostelecom
In December 2010, it became known that Rostelecom and the Government of the Republic of Buryatia entered into a Cooperation Agreement as part of the creation of a regional segment of e-government. The document was signed by President of the Republic Vyacheslav Nagovitsyn and Vice-President - Director of the Siberian branch of Rostelecom OJSC Roman Kravtsov.
In accordance with the signed Agreement, the Parties "consider each other as strategic partners in the formation of an" e-government "infrastructure and the transfer to an electronic form of services of state authorities and local self-government, and a solution developed by Rostelecom will be used as the basis for creating a regional segment of the" e-government "of the Republic of Buryatia.
Within the framework of this Agreement, the Parties will organize and test the regional solution of the infrastructure of the project developed by Rostelecom and implement on its basis processes and regulations for the provision of state and municipal services of the Republic in electronic form. Also, the company, together with the region, will develop a project for the introduction of a universal electronic card on the territory of the subject.
Rostelecom's solution allows the regions to begin providing regional and municipal services electronically as soon as possible and without significant capital investments. As part of a public-private partnership to create a regional segment of e-government, Rostelecom acts as a long-term investor. The company invests its own funds in the purchase of the necessary equipment, the purchase and configuration of software, integration with the federal segment of "e-government."
