"BARS. Municipality - the Electronic household book" (before "BARS.web and Electronic the Household book") - the online solution for increase in tax capacity of municipal entities thanks to centralized accounting of subsidiary farms (the land plots, property of their owners, vehicles, agricultural stock and the cattle).

2020: Inclusion in the register of domestic software

BARS GROUP, subsidiary company of the National Center of Informatization of State Corporation Rostec, announced on October 30, 2020 registration in the Unified register of the Russian programs of a product "to BARS. Municipality - the Electronic household book" - online solutions for increase in tax capacity of municipal entities thanks to centralized accounting of subsidiary farms (the land plots, property of their owners, vehicles, agricultural stock and the cattle).

According to the Ministry of Finance of the Russian Federation, the volume of the arrived income in the federal budget for January – September, 2020 through the Federal Tax Service made 59.7% to forecast indicators of federal revenues for 2020. In these conditions the digital instrument is designed to increase efficiency of administration of income of regional and local budgets, to increase tax levies of municipal entities.

The solution for regions allows to prepare the necessary reporting of financial and economic, tax and statistical property, facilitates work of secretaries of rural settlements and transfers to a digital format pokhozyaystvenny accounting with formation of uniform base of personal subsidiary farms. A system contains data on the main objects of local taxation: land plots and property of individuals.

Also thanks to consolidation data at the municipal level, the digital platform allows citizens to request references and statements (for example, about registration or existence of the right to the land plot) through Portal of state services and accelerates their receiving at the personal address thanks to the ready templates put in a system. The solution conforms to requirements of FZ-131/112, Ministry of Agriculture Russia Order No. 345 and Governments of the Russian Federation order No. 1993-r.

"The electronic household book" - the 78th product of our company in the register of domestic software. Entering of products into this register expands possibilities of the choice for the state customers within the existing national projects and allows to develop any branch of the economy, in this case – agriculture, by means of import-independent solutions, - Timur Akhmerov, the CEO of BARS GROUP commented.

A system is a part of a product line for digital agriculture from BARS GROUP which also includes solutions for veterinary science and veterinary supervision, ecological supervision, subsidizing. The complex covers for the end of October, 2020 more than 900 organizations and 1800 specialists in 12 subjects of the Russian Federation. Systems are integrated with a FSIS "Mercury", seven public services are electronically provided.

2011: Possibility of providing references to the population in electronic form

In April, 2011 the BARS GROUP released the new version of the BARS.web and Electronic Household Book system which completely corresponds to the Order of the Ministry of Agriculture of the Russian Federation of October 11, 2010 No. 345 "About the statement of a form and order of maintaining household books by local government authorities of settlements and local government authorities of city districts".

"the household book" provides to BARS.web and Electronic centralization of pokhozyaystvenny accounting due to application of Internet technologies. Data on rural settlements are entered in the mode of real access through the Web system interface. It gives the chance of obtaining reliable information in a foreground mode and also gives premises for gain of a financial position of municipal entities.

One more advantage of a system is determination of potential on collecting of a tax by each municipal entity.

In the new version of a system the possibility of rendering municipal services (providing references to the population) in electronic form is implemented and also Web service for data exchange with portals of public services is implemented.

A system can be used together with the main DBMS (database management systems) under any server operating system.

Work in a system is carried out in regime of the thin Web client functioning in different operating environments.

In October, 2011 the BARS GROUP implemented a possibility of system implementation of the automated accounting of personal subsidiary farms "BARS.web and Electronic the Household book" according to the SaaS model.

According to the director of business center "Municipal Management and Agriculture" of BARS GROUP Rushan Ibragimov it opens for potential users of a system the mass of advantages: "The service of access to the software product allows the customer to avoid costs which arise upon purchase of software. It both acquisition of the server, and installation on it of a system, and need to contain in staff of the technical specialist which will service it. If implementation happens on SaaS technology, the solution is deployed on our servers, therefore, we undertake the cares accompanying it, and the client only rents a system for a certain time".

At the same time, as the representative of BARS GROUP noted, implementation time is considerably reduced. "To begin work in the BARS.web and Electronic Household Book system, it is enough to be registered on SaaS server, to select a subject, the territory of accounting, a tariff plan, term of providing service, to enter a contact information of the customer, to wait for a call of our manager, to sign the agreement and to pay service", – he explained.

It can be registered in a system as the territorial subject of the Russian Federation (the area, the republic), and the municipal entity (the rural settlement, the area). Moreover, working according to the SaaS model, users locate the configured reference books of municipal districts, rural settlements, localities automatically created by federal report forms, references for the population (for providing privileges of social character, for a design of the real estate, inheritance, etc.). Also automatic formation and unloading of the tax declaration according to the Order of the Ministry of Finance of the Russian Federation of February 24, 2011 N of 23 N is possible.

The cost of annual connection of service for rural settlements is 3600 rub, quarter – 1000 rub of SaaS server is located at the address http://saas.bars-open.ru. In the same place there are a demoversion of the BARS.web and Electronic Household Book system and the standard agreement on receiving service.
