The Regional Interdepartmental Dispatching Center (RIDC) of Krasnodar Krai reached power on service of 2500 units of the vehicles (V). Among them: 100 ambulance cars, more than 1000 passenger and more than 1000 school buses. In total this RMDTs, largest in the country, is expected work from 12 and more than one thousand units of edge and public transport. The center will allow to connect all motor transport performing passenger traffic in the region to a monitoring system, to transfer all edge management system for transport to modern technologies, to improve transport service of the population and also to increase safety of passenger traffic.
A project orderer on deployment of RMDTs is the Department on transport of Krasnodar Krai, the contractor – RNT company. Let's note that RMDTs and a monitoring system of transport of Krasnodar Krai relies on GLONASS and Avtotreker technologies (GLONASS/GPS monitoring and control of transport). The project began three years ago – after a release of the Resolution of Administration of Krasnodar Krai of 4/4/2008 No. 263. This Resolution it was entrusted to department on transport of Krasnodar Krai within the edge target program "Electronic Kuban" for 2005-2010 to provide deployment in the territory of the region of a regional monitoring system of vehicles, objects and resources of Krasnodar Krai using the GLONASS or GLONASS/GPS navigation satellite system. Also it was necessary to create the round-the-clock dispatching service on duty for control of long-distance passenger traffic and to provide monitoring of long-distance passenger traffic by the motor transport. In particular, the monitoring system had to provide: position fix of transport units on route network, including detection of descents from a route and unauthorized changes of the route of a route; control of observance of schedules and schedules; immediate response to emergency messages of drivers at occurrence of extreme situations. Let's note that the purpose of all these actions was not only increase in effective management of the movement on the motor transport, but also prevention of threats of commission of acts of terrorism and also security of transportations of passengers, special and dangerous loads. At the same time RMDTs is the central infrastructure element of all regional monitoring system of transport.
Ample opportunities on scheduling and drawing up schedules and also a system mashtabiruyemost taking into account features of work of passenger transport in the large region with a high load on transport infrastructure were the main requirement to RMDTs. Let's note that the specialized subsystem of monitoring based on the typified solution "School Buses" of RNT company was developed for control of school transport within this project. This subsystem allows to organize multilevel operating control behind school transport from school, structures of the Ministry of Education and local authorities. So, the dispatching center of school in real time obtains complete data about each bus servicing school. In regional dispatching office of Department of Education of Krasnodar Krai information on transport of all subordinated schools, and comes to district and city dispatching offices – about the buses which are in a zone of their responsibility. It allows to control timeliness and correctness of reactions of the manager to emergence of emergency situations, if necessary to connect services of reaction and also to obtain the objective information about each school bus, available now at all levels of management – from the principal to the leaders of Edge. An obligatory element of the solution "School Buses" the "disturbing button" which is instantly transferring to the manager information on a dangerous situation shows.
Now in the pilot mode work of information on-line of a board on stopping points to Krasnodar is tested. Through these boards RMDTs will inform round the clock passengers on the actual schedule of the movement of public passenger transport and time of its arrival. One minute prior to arrival of the bus its number appears on a stop board. Forecasting is made taking into account many factors, including the actual motion speed of passenger transport, a stop on traffic lights, delays in "traffic jams" and other factors. Now, having come to a stop, and seeing whether the necessary bus left, the passenger can quietly be prepared, and if necessary – to re-plan a trip. It not only positively influences mood of people, but also gives economic effect, reducing time of the parking of transport.
The important feature of the project is connected with the fact that data of monitoring, infrastructure and the RMDTs resources will be available to the organizations owning transport to use in own systems of management. At the same time each such structure will be able to expand functionality of a monitoring system with additional planning tools, reports and rules of automatic information processing necessary to it and also to include in processing the data registered by additional sensors. For the enterprises it will sharply accelerate and will simplify implementation of the innovation methods of control over transport, will allow to increase efficiency of its use and to reduce costs. At the same time, application of uniform standards and aggregation in the system of data on work of thousands of CU will give the accurate account of the actual situation on roads allowing to plan more effectively routes, and as a result – to increase service quality of the population of the region.
Let's highlight that RMDTs and a monitoring system in general help to decide one of the main tasks – to reduce the probability of dangerous situations on roads and accident rate of passenger traffic, become in recent years an important problem for many regions of the Russian Federation. According to specialists, treat the pacing factors leading to such situation today: lack of proper conditions for safe operation of the CU, insufficient qualification and low transport discipline of drivers, non-compliance with the mode of their work and rest. The monitoring system gives effective tools for elimination or weakening of all these factors. So, objective data allow to control constantly planned and actual load of each driver, to reveal violations of the approved standards, to fix the speed, braking, a run and other indicators, to implement the systems of motivation stimulating trouble-free operation.
"Adoption of law on obligatory equipment of public transport GLONASS system accurately breaks customers into two groups. There are many examples when the law is executed formally, "for show". The purchased receiver regularly determines coordinates, but it does not bring any practical benefits. But there are also other examples when customers consider forced installation of the GLONASS receivers as an opportunity to accelerate implementing solutions, allowing to improve work of transport and service of the population, to increase security. The Administration of Krasnodar Krai steadily adheres to such approach, – Nechayev Ivan, the chief executive of Russian Navigation Technologies company says. – However even among similar projects given – stands alone: and because of the scale, and because of desire to make infrastructure of monitoring available to owners of transport. It is sure that the most powerful Regional interdepartmental dispatching center of monitoring of transport created in Krasnodar Krai opens the new page in development of both this large transport hub, and all transport infrastructure of the South of Russia. I do not doubt also that this system will become convincing demonstration of level of the Russian technologies".
