Keysystems: Design of the budget

The software package "Design of the Budget" is process automation of design of the budget.

Statistics of the projects of Keysystems company on automation of design process of the budget which are successfully implemented in 2012, including instruments of the budgeting relevant today focused on result, and program and target planning show that this year the greatest activity of financial bodies is shown in this direction. As of November 1, 2012 using software products of Keysystems automated design process of the budget or upgraded financial bodies of 15 subjects of the Russian Federation and more than 40 municipal entities (developed) already operating information systems (including 5 capitals of regions), and it is until the end of the year going to complete implementation in several regions. Thereby, the total quantity of the subjects of the Russian Federation which made the choice for benefit of solutions of Keysystems company for design of the budget became 27.

Separately It should be noted financial bodies of the subjects of the Russian Federation which passed this year to the program and target principle of budgeting. This Ministry of Finance of the Tver region, Ministry of Finance of the Chuvash Republic, Financial management of the Bryansk region. In Khabarovsk Krai and in the Sakha (Yakutia) Republic work of municipal districts on formation of municipal tasks in the unified information system installed in financial body of the subject is organized. Work of public institutions of the Pskov region on formation of the plan of financial and economic activity is also carried out in the unified information system, but already through the web observer. The committee of finance of Kursk region selected the solution of Keysystems in spite of the fact that for budget implementation the automated system of other developer is used.

The solution for design of the budget represents an end-to-end information system, constructed based on a software package "Storage-KS" and consisting of the interconnected subsystems for planning of expenses, forecasting of income, regulation of the interbudget relations, formation of the state (municipal) tasks, program and target planning, and is one of elements of the unified information system of management of public finance of the region according to the concept and architecture of "The electronic budget".
