Keysystems: State (municipal) task

The State (Municipal) Task PC is intended for automation of accounting of the state (municipal) tasks according to provisions of Article 69 of the Budget Code of the Russian Federation and fully allows to solve all problems of formation and the analysis of the state (municipal) task, since drawing up the list of services, planning of budgetary appropriations on rendering the public (municipal) services, finishing with monitoring of task performance and the code of data in the analytical reporting of a complex.

The applied Internet technologies allow to solve the listed above problems both at the level of financial body, and at the level of GRBS, providing execution of powers on formation of a municipal task taking into account the considerable volume of the rendered public municipal services in the single database. The realization of centralized accounting is enabled by means of remote connections of all participants of process. Besides, functionality of a complex provides assessment of accomplishment of municipal tasks on quality of the rendered municipal services on the basis of which authorized bodies make management decisions on expediency of continuation of their financing. Thus, the State (Municipal) Task PC is one of key instruments of the improvement of a budgeting system focused on result.

The demand and high functionality of the solution are confirmed by permanent expansion of geography of its implementation. Today the software package is successfully applied in 109 municipal entities in 24 territorial subjects of the Russian Federation: Republics of Adygea, Buryatia, Sakha (Yakutia), Khakassia, Zabaykalsk, Krasnoyarsk, Primorsk, Khabarovsk regions, Amur, Arkhangelsk, Astrakhan, Bryansk, Vladimir, Ivanovo, Kaluga, Kurgan, Magadan, Pskov, Saratov, Sakhalin, Sverdlovsk, Smolensk, Tambov, Tver regions.

Main functionality

• Maintaining register of the public (municipal) services;
• Formation by the main managers of public budgetary funds (municipal) tasks and their transfer on approval to financial body;
• Check of compliance of the state (municipal) tasks to the register of payment commitments;

  • - loading of any indicators existing in "Budget-CS" directly from the database without use of file exchange;
  • - formation of necessary documents and their unloading in the Budget-CS database;

• Integration with the software package "Svod-KS":
  • - synchronization of the reference information (a possibility of export/import of reference books, a possibility of storage of standards of reference books);
  • - loading of any indicators existing in "Svod-KS" directly from the database without use of file exchange;

• Reduction of the imported data to uniform standards, structuring and generalization with the required detail level for the subsequent analysis;
• Import from operational databases, external sources (the files XML, MS Excel, the structured text files);
• Exchange of the structured information with external sources;
• Support of chronology of changes of qualifiers and possible types of conversions of elements of qualifiers: lack of communications, one-to-many relationship, many to one, many to many, a full compliance. A possibility of the indication of coefficient of reduction of the analyzed data to a certain timepoint in forward and backward direction;
• Remote data entry using technology Smart and WEB;
