Vladimir Putin's order about transition of state agencies to use of the Russian means of enciphering

By December, 2017 the government should develop and implement measures for transition of state agencies to use of the Russian cryptographic algorithms and means of enciphering and to provide free access for citizens to such means.

On July 16, 2016 the Russian President Vladimir Putin charged to the chairman governments To Dmitry Medvedev to provide transition of state agencies to use Russian cryptographic algorithms and means of enciphering within execution of powers in electronic interaction among themselves, with citizens and the organizations. The text of the order[1] was published on the website of the government.

According to the document, domestic means of enciphering will have to use federal executive authorities, state agencies of the subjects of the Russian Federation, state non-budgetary funds and local government authorities.

Putin charged to Medvedev to provide transition of state agencies to the Russian means of enciphering by December, 2017

It is necessary to develop and implement a complex of actions for phased transition till December 1, 2017. The complex of actions should provide, among other, the legislative measures allowing to exclude use of the equipment using which the third parties could interfere with work of cryptographic protocols at data transmission using a public communication network.

The clause is provided in the document that it does not concern those cases when the bodies performing investigation and search operations perform actions for removal of information from technical communication channels according to requirements of the legislation of the Russian Federation.

The developed complex of actions should provide also non-paid access to citizens of the Russian Federation to use of the Russian means of enciphering for electronic government relations and local government authorities, the decree says.
