Aerological studies (experimental legal regime)

2023: Mishustin introduced a special legal regime for testing drones in the Moscow and Tver regions

Prime Minister Mikhail Mishustin signed a decree on the introduction of an experimental legal regime (EPR) in the field of digital innovation called "Aerologistics." The corresponding document was published in early November 2023.

The new EPR is needed to formulate regulatory requirements for drones in terms of key technologies for accurate autonomous landing, dynamic routing, detection and remote identification of BVS, automatic prevention of collisions between unmanned and manned aircraft. According to the Aeronext Association, which calls itself the initiator and operator of the EPR, we are talking about the first experimental legal regime in the Russian Federation to test technologies for integrating drones into airspace common with manned aircraft.

First of all, the mechanism for conducting technological tests in the EPR mode is the fastest way to develop and test urgently needed technical solutions. Participants will receive a prize for actually working products with a high level of compliance with functional and technical requirements, - said Gleb Babintsev, initiator of the Aerologistics technological tests and general director of the Aeronext association.

As added to the Ministry of Economic Development, the new EPR directly corresponds to the goals of the strategy for the development of unmanned aviation and the national project "Unmanned Aviation Systems," which is supervised by First Deputy Prime Minister Andrei Belousov.

The tests will take place in several stages with a sequential complication of technological tasks. Drones will have to deliver parcels weighing up to 50 kg over distances from 500 to 1200 km in various weather conditions, as well as land at several control points.

16 companies have already applied for participation in the tests. EPR will operate at the Alferovo airfield in the Moscow region and the Orlovka site in the Tver region.
