Andrey Chuchelov: We will teach all to communicate in language of electronic services

Automation of a public sector subject not simple: the total informatization of regions which followed start of the System of Interdepartmental Electronic Interaction (SIEI) at the federal level in 2012 revealed among the local governments both leaders, and outsiders in IT, opened a number of difficulties and also designated a vector of development of the whole industry for the next years. The CEO of the companyAndrey Chuchelov told about relevant problems of development of IT in state structures and experience of BSS Engineering in this area of TAdviser.

TAdviser: Andrey, in BSS historically there was a strong direction of system integration, and suddenly two years ago from structure of the company BSS Engineering was selected. It was the answer to demand from a public sector for certain solutions, or the competence BSS of this area reached the critical mass so decided to give it the independent form?



Andrey Chuchelov: Both. The initial task was to select and isolate the direction of system integration, having adopted at BSS the settled culture of production, technologies of remote interaction and processing of mass transactions acquired for years, and having added flexibility and efficiency in the solution of non-standard, individual tasks of the customer. Actually, the reference point was taken on accomplishment of difficult integration projects in the financial sector.

But life, as always, dictates the terms. The "Electronization of the whole country" which began thanks to adoption of some laws slightly opened this market for the IT companies. We took part in one pilot project, we liked the scale of tasks and perspective, an opportunity to introduce to this sector what was fulfilled with banks, to develop and increase the competences and also to accept a certain call – government contracts, as we know, are specific and do not suffer postponement.

There was a period when a considerable part of resources of the company was engaged only in projects in a public sector, generally for automation of interdepartmental electronic interaction. As result – 10 regions from Moscow to Yakutia. The most interesting occurs now - we offer the financial sector the new products and services acquired with government institutions. Having competences of spheres of the state and financial automation, we propose to banks new interesting solutions which answer the latest trends today, allow to solve the current problems with a view to the future.

TAdviser: The beginning of work of BSS Engineering in the market was the share of a boom of the implementing solutions and services connected with start SIEI in July, 2012. Whether in nearly twelve months which passed from this point the main vector of automation in a public sector changed?

Andrey Chuchelov: If it is short, then the vector did not change, but the boom passed. Federal law No. 210-FZ is really powerful incentive for development of information infrastructure of the state. The vector of development is set in the right direction: information society, transparency of processes, convenience to citizens.

However, long distances, the different level of development and financings of regions and other features, considerably slowed down informatization. First of all creation of convenience to citizens was a main objective of the law, but "on places", unfortunately, generally fulfilled for show. In addition to adoption of laws, it is necessary to control their execution by different criteria, to apply the system of measures of encouragement and collecting to responsible persons. There is no it or practically not.

There is also no market open and transparent. The market which should move and develop, selecting the best. There is a substitution of concepts: regulators become monopolyjams, and regions are left without alternative. Sample concepts, suppliers, cloud automation, without uniqueness of each region are imposed to them.

It is possible to discuss approaches and methods of implementation of these or those subordinate articles long. Nevertheless, there are leaders and there are lagging behind. Those departments and regions which could reach reasonable compromise were not afraid reasonably to apply local solutions, today in leaders and are ready to solve new problems by own forces. Managers grew up, own infrastructure and specialists is prepared. And those who waited for "god-send" - cloud ready-made solutions and wait for them.

Meanwhile, there is a lot of tasks and they are interesting – we began with information services, electronic public services are already rendered today, processes of electronization of monetary settlings with the state in this connection active involvement of the financial sector in these processes begins begin.

TAdviser: Tell, please, in brief about those solutions and services which you provide to the state customers? On what platform they are implemented and what advantages in themselves bear?

Andrey Chuchelov: If to speak in general, our solutions provide electronic interaction and transaction processing. The service implemented in them - the focused approach, allows to provide interaction of any information systems of customers. And such approach allows to offer customers without information systems user-friendly graphical interfaces.

Thus, considering wishes of clients, their specifics and the level of development of IT infrastructure, we learned to create solutions on different hardware-software platforms of the leading vendors and also on open system platforms. All this allows most effectively, adequately in terms of costs for clients to solve their problems.

To regions, our company offers a product line of "BS-eRegion" for creation of uniform space of electronic services. For example, the information system "Environment of the Guaranteed Delivery" ("EGD") is intended for automation of interdepartmental document flow in regions.

The information system "Accounting of Charges and Payments" ("Accounting of Charges and Payments") allows departments and the organizations of the region to fulfill the requirements 210-FZ, in the part concerning GIS GMP. In addition to interaction with GIS GMP the UNP system can be used for information storage about paid services of the budget and commercial organizations of the region and be base for implementation of a system of convenient payment of the public, municipal and commercial services on the regional portal.

On the regional portal the Universal Payment Gateway (UPG) system, by ensuring integration into different payment instruments, such as allows to implement full payment of services: bank cards, systems of Internet banking, e-wallets, etc.

By personal electronic identification, such as electronic payment cards, social cards, the information system "Universal Processing Center" ("UPC") allows to organize accounting of provision of services and payment of goods.

TAdviser: If to speak about implementations, then in what industry now your practice develops more actively - in the field of finance or a public sector? How difficult happens to receive the government contract and to perform it? In relation to state projects often say that they have special specifics, for example, there can be difficulties with rapid response of the customer to changes in the project and so on. What in your opinion now represents the main complexity at implementation in the state organizations? What obstacles and ways of their overcoming do you see?

Andrey Chuchelov: Our practice equally actively develops both in state and in the financial sector. Technology we are on a joint, we provide interaction, compatibility of formats and procedures.

If to speak about qualitative and quantitative indices of a project portfolio, then bank projects, as a rule, small and short-term, require rapid response and fast results. In a public sector projects large-scale and long-term. Respectively, work with a public sector assumes longer preparation and study of documentation, assessment of opportunities of the company for accomplishment of all requirements of the customer, and only after that making decision on participation in the tender.

The specifics of this market not always allow to achieve obtaining the desirable contract. As a rule, cost is key selection criterion of the contractor, but not quality, terms or real competences of the contractor. From here project deliverables are not always predictable for the customer. Moreover, extremely regulated procedures of change of terms of the contract, do not give the chance to react quickly to changes of the environment (change of laws, formats of interaction, other regulatory influences) and, finally, not always allow to achieve the desirable.

TAdviser: May you list the largest implementing solutions of BSS Engineering in a public sector for 2011-2012? How many users in total already work in the systems of the BS e-Region family?

Andrey Chuchelov: Our systems work in a number of subjects, such as: Volgograd, Ulyanovsk, Kursk, Moscow region, city of Moscow, Zabaykalsky Krai, Sakha (Yakutia) Republic, etc. Technological capabilities of our systems allow to cover all participants of process of electronic interaction, irrespective of the level of development of their IT infrastructure. We are able to work on different communication channels, to be integrated with any systems.

Today in our systems tens of thousands of participants of electronic interaction who processed millions of transactions with the help more than thousands of services developed by us already work.

TAdviser: Also it would be desirable to talk separately and about payment services for payment of services of the state organizations. What scales of their use?

Andrey Chuchelov: In development of technological effectiveness of processes of rendering services and expansions of their range, it became obvious that payment of services is an integral part of process of their rendering. Here to the aid of the state the financial sector was called, the relevant amendments are made to laws.

On the one hand, the developed information infrastructures of the financial sector will allow to popularize services of the state, having provided different channels of interaction, with another – to provide monetary settlement, having made them convenient and cheap, having initiated the competition. It of course ideally. So far the financial sector not fully estimated possibilities of this "non-market" market. There are quite justified concerns and claims to regulators, the service providers and technologies in one way or another monopolizing the solutions.

Nevertheless, positive dynamics is available. Especially after introduction to system operation of GIS GMP of Federal Treasury which became the driver of creation of the electronic relations between banks and the state through SIEI (System of Interdepartmental Electronic Interaction).

Already today it is possible to see the existing regional portals on which in addition to information on debts, it is possible to make their payment. More and more channels and methods are for this purpose offered: banks, payment systems, electronic money, payment cards, and are visible at once to the commission (for example, on the Portal of the public and municipal services of the city of Moscow) – to the citizen already is what to select from. Only all begins to speak about scale so far early –!

Actually, with connection of the financial sector completely finished process of receiving electronic service for the citizen through a single information window forms. And our products provide all links of this process.

TAdviser: It is no secret that now many system integrators stake on state projects as the boom in the field of development of the electronic government will last not less than two-three more years. What directions of development of BSS Engineering do you see priority proceeding from it? What plans for the near future?

Andrey Chuchelov: Speaking about a boom of implementations and development, you should not forget also that there will come the market saturation moment, the period of smooth development and improvement of systems. So was in the financial sector, and, considering experience of the "BSS" which successfully endured a boom of bank automation and managed to be fixed in the market on the leading position, continuing to develop the products already in the conditions of saturated market, we try to repeat it in public sector.

Creating the products, we consider not only the current tasks of the client, but also we try to lay the foundation for future development, accustoming the client to use initially correct technology constructions using practice front lines. Interacting with the client, we try to build up the long-term relationship.

Beginning to work with us in the field of electronic interaction today, our customers can expect obtaining technologies of work from us with means of personal electronic identification, such as UEC, electronic passport tomorrow. We will be able to provide accounting not only financial transactions, but also any other events connected with similar information media. Technologies are put in our solutions already today.

Their use will allow to expand significantly an application circle – from transport admissions to providing social privileges, different payments, use for electronic identification at execution of legally significant electronic transactions, for example, acquisition of an insurance, permits and so forth. In general to strike blow to the paper document flow accompanying our life - here our plans in the short term. Well and, of course, integration of everyone and everything with everything in a financial and public sector. We will teach all to communicate in one language – language of electronic services!
