2020: Standing on the side of the road for 45 minutes instead of a speeding fine
In Estonia, the penalty for speeding can be replaced by standing on the side of the road for 45 minutes. The corresponding proposal of the legal commission of parliament on August 27, 2020 was supported by the government of the country.
Since December 1, 2020, a driver who has exceeded the speed by no more than 20 km/h will be able not to pay a fine, but to make a stop for 45 minutes in order to rest and calm down. This can be done either in specially designated places, or simply on the sidelines.
Prior to this innovation, violators had to pay a fine, the amount of which is defined as the number of exceeded kilometers per hour, multiplied by three. For example, in case of speeding by 10 km/h, the punishment is 30 euros.
In Estonia, an experiment with the so-called "sedative stops" has been carried out since the fall of 2019. It was launched after numerous surveys in the country that showed that small fines coming by mail do not lead to a change in the behavior of drivers on the road, but lost time (for example, in the event of inspectors stopping and issuing a fine) motivates motorists to drive according to the rules.

According to her, the choice of a 45-minute period for a "sedative stop" was not made by chance: the police wanted the new fine to have the desired effect on the driver, but at the same time did not exceed the "pain threshold." As a result, they decided to stop at the minimum punishment of 45 minutes, because if the stop is too short, the driver will try to catch up with it and will violate it even more, Aaben explained.[1]
