2024: Digital Union Concept Presentation

In early October 2024, the concept of Digital Union was presented at the Eurasian Economic Forum, aimed at integrating digitalization processes within the framework of the Eurasian Economic Union (EAEU). The initiative is designed to demonstrate the real benefits of Eurasian economic integration for citizens and businesses of the participating countries.

According to RAPSI, Chairman of the Board of the Eurasian Economic Commission (EEC) Bakytzhan Sagintayev stressed that the Digital Union concept relies on the successful experience of national governments and the capabilities of an integrated information system. At the same time, special attention is paid to the preservation of the digital sovereignty of the EAEU member states.

Digital Union

The concept of Digital Union, agreed with the relevant departments of the Union countries, is based on three fundamental principles. The first principle involves ensuring the compatibility of regulatory and infrastructure solutions used in the formation of Digital Union. The second principle is aimed at synchronizing and creating conditions for seamless interaction of national digital platforms.

The third principle - integration - implies that Digital Union will contribute to the digitalization of all four "freedoms" of the EAEU in volumes and rates acceptable for each member state. This will allow countries to connect to elements of a common platform as they are ready and in demand.

An important aspect of the concept is the formation of a mutually recognizable system for identifying and authenticating citizens and legal entities of the "Eurasian Five" countries without data transfer. Currently, the ECE, together with Armenia and Kyrgyzstan, is implementing a pilot project for the mutual recognition of such systems. Kazakhstan is in the process of connecting to this project.

The implementation of the Digital Union concept is designed to become one of the priority areas for the development of the EAEU, contributing to deepening economic integration and increasing the competitiveness of the participating countries in the global digital market.[1]
