2025: President of Kyrgyzstan signed a law on the launch of digital catfish - it has become legal tender
In April 2025, President of Kyrgyzstan Sadyr Japarov signed a law amending the Constitutional Law "On the National Bank of the Kyrgyz Republic," legalizing the launch of digital catfish as a national currency in digital form. According to the document, digital catfish becomes legal tender on the territory of the Kyrgyz Republic.
According to Sputnik, the purpose of the document is to launch a pilot project of a prototype of the national digital currency, as well as create a legal basis and determine its status. The law gives the National Bank of Kyrgyzstan the exclusive right to issue digital catfish, establish the procedure for its issue and circulation, as well as organize and ensure the functioning of the digital currency platform.
Digital catfish will be issued in digital form on a specialized platform operated by the National Bank of the Kyrgyz Republic. The digital catfish platform is a technological and software infrastructure for the issue, accounting and distribution of the national digital currency.
In accordance with the new law, the National Bank will develop rules for working with digital catfish for commercial banks and other supervised organizations. His duties will also include determining the signs of crypto protection to ensure the security of transactions and prevent fraud, exercising other functions and powers in the field of functioning of the digital catfish platform within the framework of the payment system legislation.
Digital catfish will become the third form of the national currency of Kyrgyzstan along with traditional cash and non-cash forms of money. As follows from the draft law, it will be issued in the form of a unique digital sequence (tokens) stored in a special digital wallet.[1]
