2021: The Ministry of Health approved the introduction of electronic compulsory medical insurance policies
In September 2021, the Ministry of Health of the Russian Federation approved the introduction of electronic compulsory health insurance (compulsory medical insurance) policies. The corresponding document was published on the federal portal of draft regulations and approved by the Government of the Russian Federation.
In accordance with the draft amendments developed by the Ministry of Health for No. 326-FZ "On Compulsory Medical Insurance," Russians from January 1, 2022 will be able to receive a digital compulsory medical insurance policy (a code assigned to a person in the register) and instead of a paper/plastic compulsory medical insurance policy, present an identity document to a medical organization. At the same time, at the request of a person, it will remain possible to issue a policy on a physical medium.
To launch the system, the bill involves the transition of system participants to a registered model of accounting for insured persons. To do this, territorial funds by January 1, 2022 must check the reliability, completeness and relevance of information in the regional segments of the unified register of insured persons and transfer this data to the compulsory medical insurance fund.
The document also proposes, when submitting an application for the choice or replacement of an insurer, to simultaneously submit an application and for inclusion in the unified register of insured persons, which will become part of the state information system of compulsory health insurance (GIS compulsory medical insurance) and the basis for switching to a digital compulsory medical insurance policy.
This norm will allow you to abandon the use of the compulsory medical insurance policy on paper. The policy itself (number in the register of insured persons) will appear upon birth or acquisition of citizenship. In this case, a policy on paper will be issued at the request of a person.
The Federal Compulsory Medical Insurance Fund (FFOMS) will maintain a single register of insured persons in accordance with the procedure for maintaining personalized registration established by the Ministry of Health.[2]
