Digital government

The Digital Government (DG) is a next stage after the electronic government (e-government) which concept is implemented in Russia and means first of all the convenient system of the public and municipal services for citizens and business, high automation of interactions with the state, uniform portals of access to the necessary information, high speed of registration actions and providing necessary documents to physical persons and legal entities.

Information technologies change very quickly, both emergence and rather widespread introduction of cloud computing, Big Data, mobile and social communications, Internet of Things and also increase in requirements to data security caused need of adjustment of long-term global projects. Therefore the international community, and the leadership of Russia conduct transition to the concept of "the digital government". At the same time tasks of increase in digital literacy of the population, ensuring effective useful use of data for successful development of the digital economy (DE) are set.

The digital government, according to experts, essentially differs from what it is accepted to understand as the government electronic. Its essence, as well as an essence of TsE in general, is not services, not gadgets, not interfaces, not communication channels, not the equipment as such, but data, their collecting, integration, cross processing, the analysis and extraction from them of useful information and knowledge.

The Gartner company defines "the digital government" as the government created and operating so that by optimization, transformation and formation of public services at adoption of important solutions of the state or municipal level advantages of the digital data allowing to be guided better in a world around event stream, to do this world more clear, more transparent and predictable were used.

Any government, whether it be electronic, digital or real, in modern conditions should solve problems

  • interactions with business, the business companies and the enterprises (G2B, government-to-business);
  • with citizens, the population (G2C, government-to-citizen), providing them access to open data;
  • with state bodies and employees (G2G, government-to-government).

In 2020 it is expected that as state bodies in the digital government (DG) will have the complete information about income and expenditure of the companies, most likely, need for execution of tax declarations completely will disappear – taxes will be calculated and be made out automatically, at the same time the companies and citizens will receive electronic notifications for validation of tax deductions. The CPU, having predictive analytics, in interaction with business should turn from bureaucratic regulatory authority on a bigger measure into the advising body – and at the same time can reserve reorganization in the judicial system of functions and mechanisms of arbitration and consideration of appeals.
