2025: Construction Begins

The head of the city of Essentuki, Vladimir Krutnikov, in January 2025 announced plans to create four sanatorium-resort complexes on the territory of the Kapelnaya Balka special economic zone with a total area of ​ ​ 29 hectares with an investment of ₽18 billion.

According to the "Bulletin of the Caucasus," the regional authorities have already concluded agreements with investors on the implementation of projects. New resort facilities will ensure the creation of 1.6 thousand jobs for local residents.

The deputy head of the city, Irina Paukova, said that the project is being implemented within the framework of the city master plan. On the territory it is planned to build hotels with a total capacity of 3 thousand seats.

In parallel with the development of the "Drop Beam" in the city, large-scale work is underway to restore cultural heritage sites. Four main entrances, four gazebos, fountains and sculptural compositions will be restored in Resort Park.

The city authorities have developed 24 design estimates for the restoration of cultural heritage sites in Kurortny Park. Documents have also been prepared on the restoration and improvement of the city lake and the creation of an amusement park in Victory Park.

The master plan of Essentuki, developed by the ДОМ.РФ company on behalf of the Russian government, provides for the development of the city in the style of classics and eclectics. The municipality is working to give the document legislative status to ensure compliance with architectural regulations.

The project is part of the program for the development of the agglomeration of the Caucasian Mineral Waters, which includes eight municipalities. The plan details design solutions for Essentuki, Pyatigorsk and Zheleznovodsk in the sanatorium-resort, transport, social and educational spheres.

The development of the resort infrastructure of the Caucasian Mineral Waters until 2030 involves attracting about ₽700 billion investments, half of which are budget funds.[1][2]
