eCall emergency call is an emergency call
eCall ("emergency call" is an emergency call) – the automatic automobile system of the emergency notification developed by the European Union at accidents. The eCall system allows to transfer the minimum data set to in advance programmed number of an emergency service automatically. This set includes information on accident time, exact location of the vehicle, the last direction of the movement and also registration number of the car and data on how the eCall system – automatically or manually was activated. After transfer of the minimum data set, a system sets voice connection using which the driver can talk over directly with the dispatching center of an emergency service.

According to survey conducted by the European Commission, more than 40000 people annually perish in Europe as a result of the road accidents, more than 1.8 million suffer serious injuries. Economic losses from the road accidents are more than 160 billion euros a year. An eCall system task - it is considerable to reduce these digits.
2013-2014
If initiatives of the EU in the field of system implementation of an emergency call are supported, then, since 2014, all new cars in Europe will be equipped without fail with the eCall system. In Russia a similar system based on the GLONASS navigation satellite system, will begin to work even earlier.
In June, 2013 the bill according to which since October, 2015 in the European Union all new cars will have to be equipped with the [1] system was submitted. It represents the system of the emergency telephone communication which will automatically transmit a signal to service of rescue 112 in case of road accident emergence. In particular, it is going to send to rescuers such data as incident time, arrangement of vehicles and the direction of their movement.
Legislators at once tried to calm ordinary citizens regarding security of personal data. "For obvious reasons, the centers of emergency calls will store the data transferred to eCall throughout a certain time frame, but with observance of all regulations of regulation and directives on data protection", said in the statement of European Commission.
Besides, they rest on the fact that eCall will be is in the "sleeping" mode until works as a result of accident or so far the motorist himself will not press the corresponding button. "Function of permanent tracking in a system is not put. As it will not be permanent is connected to mobile networks, hackers will not be able to take over it control", - are sure of European Commission.
Scheme of system operation eCall
The offered initiative assumes program implementation, consisting their two most parts. In addition to the equipment of cars the corresponding devices suppose that all states which are members of the European Union will provide creation and maintenance in working order of eCall of the infrastructure necessary for receiving and processing of its signals. It will concern all 27 countries and also Iceland, Norway and Switzerland.
In 2009 the European Commission tried to initiate creation of a similar system in the territory of Europe on a voluntary basis, but adoption of the relevant regulatory standards moved too slowly. Only about 0.7% of vehicles in Evrsoyuz as of the middle of 2013 are equipped with the eCall system, and many of locally implemented systems do not assume interaction with other sections of network.

At the same time it will be authorized to drivers to use and by other systems of emergency calls at discretion, automatically being switched to 112 eCall if their systems are not working for any reasons. By estimates of European Commission, full-scale implementation of eCall will allow to increase by 40% responses to emergency a call in the urban environment and for 50% - in suburbs. To systems will allow to save 2.5 thousand human lives annually. In 2012 in the territory of the European Union 28 thousand people died and 1.5 million people suffered during road accident.
The legislative initiative should undergo the procedure of approval by European Parliament and members of the European Union.
2016: The Ministry of Internal Affairs of Georgia started the eCall project
The Ministry of Internal Affairs of Georgia started in the fall of 2016 a pilot project of eCall. The program installed in the car during road accident will send a data-carrying signal about location of the machine to service "112". Department says that the application will make work "112" more effective.
The Georgian Ministry of Internal Affairs presented the eCall project. According to developers, the new program created according to the western standards on the basis of modern technologies is designed to increase efficiency of service. "Work "112" in many respects depends on technologies. Therefore project development, based on high technologies – a priority of our Center. Thanks to the new program our service will become more adapted and focused on the interests of citizens" — the Interior Minister Georgy Mgebrishvili[2] told[3].
The program will work as follows: if the machine gets into the accident, the data-carrying signal about location of the car comes to service "112", and to the place there will arrive police officers, rescuers and crew of "emergency medical service". To activate service, the owner of the car should install the special device to which developers gave the name In-Vehicle System (IVS) in the machine. Will install devices not government institutions, but private companies – for a certain payment. So far service works in the test mode.
The Gzirishvili Tiko project manager says that the program will not process data on location of the car in a constant duty. Applique becomes more active only in two cases – at the time of accident and in case the user, without having an opportunity to call, itself clicks SOS. Authors of the project say that the program will allow to save time at the expense of what it will be possible to save more people who got into accident.
"The quicker the crew will arrive to the scene, the chance to save got into trouble is more" — Gzirishvili says.
The Ministry of Internal Affairs announced release of one more program – it is intended for on-board computers in cars of department of patrol force of the Ministry of Internal Affairs. They will help the staff of 112 service to arrive to the crime scene in the shortest possible time, without waiting for the message of the operator. Applique will be installed on the computer in machines of patrol service. Thanks to it the police officer information on calls will arrive directly. By the end of the year the program will provide all crews of patrol force. Afterwards similar applique will be written in computers of cars of Ambulance.
2017: Practice of ERA-GLONASS - a basis of rules of eCall in Europe
In 2017 in Russia active development of commercial and information services which will appear using infrastructure of the ERA-GLONASS system began: The help on the road, Evacuation at road accident/breakdown, the Average commissioner, Security services, Legal aid, Remote diagnostics, Monitoring of transport, Control of fuel and others.
In November, 2017 in Geneva practice of work of the Russian service of a call of emergency services was assumed as a basis the new rule of the UN concerning requirements to the similar systems in Europe (eCall).
A system-112 - the Single system of an emergency call in Russia
