EGIS USK

In June, 2010 demonstration in Federal State Unitary Enterprise Goznak of the working version EGIS USK custom-made by the Ministry of Health and Social Development of the Russian Federation took place. For demonstration the cards containing several appendices were used: identification, bank, compulsory health insurance, the electronic digital signature and the application for interaction with the Pension Fund of the Russian Federation. 22 jobs were created that allowed to reflect all stages of work on social services and cards and also procedures of use of cards in tasks, different, most important for citizens.

In November, 2009 IT won Federal tender for System engineering of a system of the unified social cards of the citizen of the Russian Federation. A competition was held Ministry of Health and Social Development of the Russian Federation. The consortium headed by IT which included also the companies "Insoft", "Compulink" IBS, "CORUS Consulting", "Angstrem", "Chart atlas" and "Sberkart" was engaged in project implementation.

Main objective of creation of a system — increase in efficiency of rendering the services connected with social service and also implementation of social payments and granting measures of social support to citizens of the Russian Federation on the basis of use of modern information and telecommunication technologies. The social card quite should become the key providing necessary and sufficient access to all necessary information systems and electronic services.

Within the project, along with development of the concept of EGIS USK, the working model of the solution in which the main functionality and the principles of component interaction are implemented was created. According to the concept creation of EGIS USK is supposed by the principle "from top to down" at comprehensive control by federal executive authorities. Such approach will provide observance of technical, technology and organizational standards during creation of regional components of a system in all territorial subjects of the Russian Federation. In the concept also main organizational issues which operational solution will allow to exclude tightening of project deadlines on development and deployment of EGIS USK are handled.

During the project it was succeeded to solve a number of unique problems. The smart card with the Russian chip and with the Russian operating system was used, at the same time regarding the banking application the solution on EMV specifications was implemented. It allows to use already available infrastructure of different payment systems which is already developed in our country, considering the state interests and requirements to information security, personal data protection and use of the EDS existing in Russia. The same interests and requirements were considered during creation of all EGIS USK other applications.

The draft of the plan of priority organizational actions for creation of EGIS USK, the draft of the plan of mass step-by-step introduction in the Russian Federation is prepared by USK which assume input implementation of EGIS USK in all territory of the Russian Federation until the end of 2015 and also the financial and economic justification including consideration and assessment of items of expenditure during creation of a system and sources of payback of EGIS USK.
