Education and culture as security factors in information society of Russia

Article is devoted to influence of humanitarian factors on development of information society in Russia. The problems threatening development of information society are selected.

The present stage of development of the Russian society can be characterized as information when, rates of informatization of production, communications and life in general are like that that in the face of one generation there is a complete replacement of technology infrastructures. Fast changings of the basic principles of development require also other approaches to functioning of processes and subjects: the policy, economy, defense and other components of the mechanism of functioning of the state, more than ever in the past, are caused by a status of minds, moods, valuable orientations, a status of consciousness of citizens and people in general.

The given factors are relevant and applicable in processes of security of subjects in the context of development of information society, as well as taking note of education and culture on information security of the state and its subjects.

Society, aiming to function normally, requires not only respect for certain principles, obligatory for all, but also and observance of the corresponding system of incentives. The system of incentives forces individuals to behave so that it is positive, or to influence negatively functioning of society and quality of life when, the morality and incentive motives are not antagonistic each other, and are equal "partners" more likely, help to reach positive effect as along with the available external regulators of the social sphere (laws, hand-written rules, requirements), there are also so-called "noncontractual elements in contracts". S.N. Roerich defines the similar status of society considering regulations of society and state and self-organization of the person as a status of cultural education, specifying that knowledge of the facts not enough for development of the person is simple, it is necessary to learn "comprehension of internal interrelation of the phenomena of life".

World experience shows that each country moves to information society in the way from an initial boundary determined by the developed political, social and economic and cultural conditions, conditions of the geographical environment.

Let's designate the main components characterizing information society in Russia: formation of the Russian information and communication infrastructure, development of means of the information equipment and technologies, informatization development as process of large-scale use of information and information and communication technologies and infrastructure in all spheres of social and economic, political and cultural life of society for the purpose of effective satisfaction of needs of citizens, the organizations and the state in information products and services.

Each of the given components characteristics requires from the person of manifestation of capability to use them, to be capable to resist to possible negative effects.

Dangers of information society

Conditionally dangers of information society can be separated into two parts: information and technology technicians and technologies and communication (media) technologies. The level of development and uses of modern information technologies and security at their use in this or that country is defined today not only development of material resources of its industry and opportunities of application, but, mainly, level of intellectualization of society, its capability to make, acquire and practically to use new knowledge, devices and materials and also new technologies, to have an opportunity adequately to perceive information products that is in the first place connected with education level and cultures, its quality and availability to all social groups, groups and ethnoses.

The qualitative party of an education system is defined by its fundamentalization and overcoming the dissociation of technical and arts education existing now. Fundamentalization of education assumes its increasing orientation to studying of fundamental laws of the nature and society and also the nature and appointment of the person. It should allow people to find and make independently crucial decisions in the conditions of uncertainty, in critical and stressful situations and also when the person faces the new difficult natural and social phenomena when scientific knowledge and high ethical principles are the only reliable support.

In the modern world a profession – a type of activity really should be pleasant to the person as the nature of work changed, the level of required performance which achievement is possible only at high labor discipline and motivation increased. Results of work depend more and more on direct positive motivation of the worker when the role of such qualities of the worker as high learnability and proficiency, ability to work in a command, his "thoughtway", education, a spiritual maturity and physical training, the state of health, especially mental, morality level increases. Extremely dangerous and destructive sphere of the aggressive influence posing in itself threat to ethnic, cultural, language and other identification are communication technologies. Interests national and, in particular, information security of Russia require a clear understanding of technology and instrumental power of influence of media technologies and also objects and mechanisms of influence.

Damage is caused to safety of the person and security of the state if self-identification is at a loss, self-determination of the person as resident of the country if education does not create new methods of response to the processes happening in technology infrastructure and public consciousness if in structure of education there are no conditions providing the due level of resistance of the population of the country to information psychologically influence "the filter of personal information perception is not created".

Rapprochement of security issues, educations and cultures assumes development of a strategic view of a role of education and culture in developments of society. Education and culture, in addition to the solution of an own internal, important problem of formation of intelligence and a will of the person, are directly connected with processes of the state construction, defense capability of the country, national security, harmonization of the national relations in uniform Russian space, the level of health of the people and quality of national medicine, effective economic conversions and industrial development.

The key role in development of the state and society is rendered by decision making process. Level of culture and education directly influences decision making system as the human factor has an impact on a considerable part of processes. As a rule, the decision diagram consists of a preparatory stage (understanding of interests of the parties, their coordination and problems), goal setting (understanding of alternatives and solutions), realization of goals (the number of participants of a managerial cycle due to attraction managed and inclusions of feedback mechanisms extends). From this scheme it is possible to draw a conclusion that already at the first stage of understanding of interests of the parties, their coordination with the commonly accepted principles is asked about competence of the subject of decision making, his outlook, there is a question of a ratio and existence of educational and cultural values of the subject. The decision diagram provided with expert and analytical technologies on the basis of accounting of all factors (quantitative and qualitative) in conclusion leaves the solution right for the person and puts into dependence on his overall level of education and culture.

The national education system and cultures as global technology of reproduction of traditional consciousness is designed to provide the due level of stability with the population of the country to information and psychological influences which weakening directly influences also public administration by processes.

Now, according to us, a considerable part of the population of Russia has weak cultural immunity, the susceptibility to information psychologically influence, including in a question of need and a possibility of upgrade of Russia which, we believe is increased, it is impossible not only because of corruption, lack of a fair law-enforcement system, courts and elections.
