Electronic queue in preschool educational institutions in Russia
In April, 2014the Government of the Russian Federation announced implementation of an electronic queue on reception of applications on registration and to transfer of children in the preschool educational organizations. Also the accounting technique providing separate accounting of the children needing places in the preschool educational organizations current academic year and in the years ahead was implemented.
Since April 1, 2014 operation of the federal segment of a system created by the Ministry of Education and Science for the purpose of accounting of these Russian subjects began, reported the Russian government in the middle of the month. The information about the number of children of preschool age, the number of the children registered for providing the place in kindergartens and also the number of the children needing providing the place current academic year comes to it from regional segments of an electronic queue.
Collecting of these data allows to carry out the accounting of data on the children needing places in the preschool educational organizations current academic year and in the next academic years as by regions, and in general across Russia.
According to the government, as of the middle of April, 2014 all territorial subjects of the federation are connected to a federal segment. Unloading of data from regional segments is performed in the automatic mode.
The information system "Federal Segment of Preschool Education" is developed by FGAU GNII ITT "Informica" - the state scientific enterprise created for ensuring development and promotion of new IT in education and sciences. It allows to reduce all data retrieveds from regions and to provide them in a graphic type for the management of the supreme authorities in the field of education.
The federal segment represents an integration bus to which the regional information systems providing unloading of data on a total quantity of children in an electronic queue can be connected.
In January, 2014 the Ministry of Education and Science approved indicators of monitoring of an education system among which also the indicator of availability of preschool education was approved. It is calculated taking into account the number of children aged from three up to seven years which are in queue on receiving preschool education in the current year. The federal system of indicators of an electronic queue and also the link to receiving service of an electronic queue in acceptance in kindergartens in regions became available on the eo.edu.ru portal also in April, 2014.
The Ministry of Education and Science says that during the whole year department will trace and upgrade the federal system of indicators of an electronic queue in the version control mode, to improve monitoring for more accurate and evident control of reduction of queue in the preschool educational organizations and equipment by places in the specific subject of the Russian Federation.
According to plans of department, upgrade will concern also analytical module of a federal system which will allow to provide more detailed analysis of the obtained data, and further will allow to transfer the most complete data about each pupil.
Work on implementation of an electronic queue is conducted according to orders of the President of Russia.
