2023: Russian cosmetics exports reach $114 million for the year
The export of Russian cosmetics for the year reached $114 million in 2023. The forecast for 2025 assumes the supply of products for $155 million, by 2028 it is possible to grow to $350 million. This was announced in June 2025 by Deputy Minister of Industry and Trade Mikhail Yurin.
According to him, one of the main goals is to promote Russian brands in the domestic and foreign markets. Work is underway to localize, produce and train personnel in this area from 2022.
By 2026, the number of cosmetic companies that have organized the local production of their products in Russia will exceed 4.5 thousand. This is 3.5 times more than in 2021, said Anna Dycheva-Smirnova, Managing Director of ExpoVisionRus, at the SPIEF session.
Dycheva-Smirnova noted that 34% of Russians consciously switch to Russian brands. The share of Russian brands in everyday cosmetics reached 50%. In the segment of care cosmetics, domestic brands occupy 40-45%, in the professional segment - 30%, in the segment of decorative cosmetics - 25%.
Minister of Industry and Trade Anton Alikhanov said that Russian products are actively exported. The export of perfume and toilet water in 2024 amounted to 1.1 thousand tons. The main countries for export are Uzbekistan, Tajikistan and Azerbaijan.
The top countries for the export of Russian cosmetics traditionally include the CIS countries. First of all, this, Kazakhstan Belarus Uzbekistan,, and Kyrgyzstan. Azerbaijan Armenia Almost 99% of exports are already going to friendly countries.
Exporters are also considering China and India, where consumption of such goods has increased the most. Russian products there are perceived as of high quality, said Roman Genkel, vice president for development of non-financial products at the Russian Export Center.
The Russian market for cosmetics, perfumes and care products grew by more than 17% to ₽950 billion, said Yulia Mikhaleva, deputy head of the Russian Quality System ANO. The growth of offline cosmetics purchases was 14%, and online - 19%.[1]
