2017: Plan to create a network of differential geodetic stations as part of the Digital Economy program

According to the plans of 2017, within the framework of the Digital Economy of Russia program, a federal network of differential geodetic stations (DGS) should be created in 2021, ensuring an increase in the accuracy of determining coordinates, as well as a center for integrating DGS networks and processing the received information. In 2019, there will be 600 stations in this network, in 2021 - 1.8 thousand[1].

The creation of a federal GHS network would ensure the implementation of uniform requirements for geodetic measurements. The activities of the GSSN are regulated by a resolution of the Ministry of Economic Development of 2015, however, this document does not contain requirements for the coordinate systems used, metrological requirements, equipment used, etc.

In addition, by June 2017, the Ministry of Economic Development did not adopt a regulatory act on the provision of information received from the DGS built at the expense of the state budget. In general, in the field of differential geodetic stations, it is worth applying the same approach as it operates in the field of cellular communications: instead of creating a single federal operator, it is necessary to ensure the work of various operators who fulfill a single set of rules.

Another item of the program indicates the development by 2022 of a mechanism for collecting information on the location of objects, processes and phenomena based on data from users of social networks, mobile communications and navigation devices. By 2025, it is planned to ensure the use of "geosensers" (geospatial beacons) in Russia, which determine coordinates and heights using global navigation satellite systems and transmit information on their location in an automated mode (using Wi-Fi, fixed, mobile and satellite communication networks from 90% of Russia).
