Federal portal of the managerial personnel

The federal portal of the managerial personnel gives to the interested citizens an opportunity to get an information access about vacant positions of the public civil service. For HR departments of authorities it is a source to information on the citizens of Russia who expressed an initiative of revenues to civil service and meeting the requirements of the legislation.

The federal portal of the managerial personnel was created for the purpose of to provide effective functioning of a system of attraction, selection, professional development and the movement of the personnel in civil public service.

It is supposed to solve such problems with its help as formation of a full-fledged information resource concerning civil service, creation of a single system of personnel monitoring, formation of the database about vacancies on civil service and to provide for the citizens of Russia interested in revenues to civil service, to give about itself information which will be available to HR departments of state agencies.

History

The pilot version of the website was posted online on April 1, 2009 on the basis of the order of the government of January 27, 2009 No. 62-r. Tasks and the principles of functioning of the portal were defined by the government decree approved in March, 2011. In August, 2012 there was also an order of the Ministry of Health and Ministry of Economic Development defining an order of information exchange between the interested participants within this project.

On February 9, 2013 the government approved the resolution according to which the status of uniform base of vacant positions of the public civil service was set to the federal portal of the managerial personnel. The resolution also directly orders to state agencies to use this portal in personnel work.

As of February 18, 2013 the portal contained 1.83 thousand relevant vacancies, and its daily attendance averaged 3.7 thousand human. The number of the citizens initiating placement of information on themselves on this website for the same date was more than 83 thousand, and number of the persons included in a federal talent pool – about 3.5 thousand.

From March to August, 2013 the Ministry of Labor is going to carry out on the portal the pilot project allowing candidates for substitution of vacant positions to file documents to HR departments in electronic form and to undergo primary qualification selection on the selected vacancy in the online mode. After its end it is going to develop projects of the regulatory legal acts providing implementation of this system in practice of activity of state agencies.
