Free economic zones of Belarus

.

2025: The total net profit of residents of the free economic zones of Belarus for the year decreased by 12% to Br2,7 billion

The total net profit of residents of the free economic zones of Belarus decreased by 11.9% in 2025 and amounted to Br2,7 billion (about 73.2 billion Russian rubles). Total revenue from the sale of goods, products, works and services decreased by 3.7% to Br41,97 billion. This is evidenced by the data of the National Statistical Committee of Belarus, published on February 17, 2026.

By January 1, 2026, six free economic zones functioned in Belarus, they included 426 resident companies - 13 less compared to January 1, 2025. Revenue growth was recorded in only two out of six FEZs.

Net profit of residents of Belarusian FEZs for the year fell to 73.2 billion rubles

Free economic zones of the country by the number of residents:

  • SEZ "Minsk" - 107 residents (-2);
  • FEZ "Brest" - 77 residents (-3);
  • FEZ "Grodnoinvest" - 77 residents (-4);
  • FEZ "Gomel-Raton" - 59 residents (-4);
  • FEZ "Vitebsk" - 53 residents (-3);
  • FEZ "Mogilev" - 53 residents (+ 3).

The only FEZ that increased its net profit was Gomel Raton. The figure has more than doubled - from Br299,7 million in 2024 to Br623,4 million in 2025. The result looks exceptional against the background of an overall decline in the industry.

The net profit of the FEZ Minsk amounted to Br1,26 billion, down 6.6% from Br1,35 billion in 2024. The largest zone in terms of the number of residents retains leadership in terms of absolute profit. A moderate decrease indicates the relative stability of the Minsk cluster.

The net profit of the FEZ "Brest" amounted to Br491,9 million, having decreased by 10.2% from Br547,8 million in 2024. FEZ "Mogilev" showed Br248,8 million with a fall of 34.5% from Br380 million. FEZ Vitebsk recorded Br172,6 million, which is 43.3% lower than Br304,4 million in 2024.

Residents of the FEZ "Grodnoinvest" at the end of 2025 showed a loss of Br69,4 million. In 2024, the zone recorded a profit of Br213,4 million. The transition to the unprofitable zone is the most acute result among all FEZs in the country.

At the same time, Grodnoinvest became one of the two zones with positive revenue dynamics, showing an increase of 3.6%. The increase in turnover at loss indicates a leading increase in operating costs. The pressure of cost and administrative expenses outweighed the commercial result.[1]
