2022: Mishustin approved the conditions for assistance to participants in industrial clusters
In December 2022, Prime Minister Mikhail Mishustin signed a decree approving the launch of a preferential regime for enterprises engaged in import substitution as part of industrial clusters.
From January 1, 2023, such enterprises will be able to reimburse up to 50% of the costs of purchasing starting batches of components produced by other cluster members. The total amount of the subsidy per applicant can be up to 150 million rubles.
According to the press service of the Cabinet, this decision will support domestic manufacturers of materials, components and component base operating as part of industrial clusters. In addition, it will ensure the restoration of broken cooperative ties in industry and stimulate the transition of enterprises to a domestic component base.
The work is on behalf of the president, Russia Vladimir Putin which he gave following the results of the XXV St. Petersburg Economic Forum in June 2022. Speaking at the forum, the head states announced the tasks of developing key parameters of the preferential regime for industrial clusters.
As of the end of December 2022, there are more than 50 industrial clusters in Russia, which unite about 640 participating enterprises. The current mechanisms for their support provide for the possibility of subsidizing up to 30% of the costs incurred at all stages of product production - from the development of design documentation, industrial prototypes, the purchase of equipment and technological equipment to the development of new products and reaching the planned indicators. The Ministry of Industry and Trade of Russia previously supported 20 cluster projects totaling 3.4 billion rubles.[1]
