2025: More failure stories needed. Interros CIO at TAdviser SummIT - on the technological and financial difficulties of the transition to Russian IT

Speaking at the TAdviser SummIT conference on November 27, Vladimir Bondarev, Director of the Interros Information Technology Department, considered the difficulties of IT import substitution in large businesses. The company has enough experience to come to certain conclusions here. Interros, recall, is one of the largest investment companies in Russia, founded in 1990 by Vladimir Potanin. For more than 35 years of business history, Interros has implemented over three dozen large-scale projects in various sectors of the economy. From 2021, the company also invests in high-tech assets, allocating $1 billion for these purposes.

Among the problems of import substitution, Vladimir Bondarev named the lack of failure stories. So everything has to be convinced only from personal experience.

The expert stated that the transition to domestic solutions is not a simple change of supplier, but implies a comprehensive transformation of the enterprise's IT infrastructure.

One of the difficulties of import substitution is that it is necessary to actively connect not only IT specialists, but also representatives of business divisions to the project, - stated Vladimir Bondarev.

At the same time, the difficulties faced by IT managers in import substitution are not only technical, but also associated with organizational and financial risks. Among the key difficulties are customer doubts about the stability of Russian IT products, a lack of their functionality, problems with compatibility and a lack of resources. The expert considered each of them in more detail.

The fact that Russian software does not integrate well with Western solutions creates serious obstacles to maintaining the uninterrupted operation of the hybrid IT infrastructure, said Vladimir Bondarev. And in terms of lack of functionality, the problem is especially acute for specialized industry specialized systems - a niche where import solutions have been developed for decades.

In terms of technological barriers to import substitution, Vladimir Bondarev separately highlighted the difficulties of integration, since replacing one component inevitably entails the need to redesign many other components of the IT infrastructure. A critical factor in the technical part remains the continued dependence on imported components, which limits the development of competitive Russian products.

At the same time, the economic aspect of import substitution often turns out to be an even more serious barrier than technological difficulties.

The transition to domestic solutions requires significant investments that do not always pay off in the short term. Interros estimates that the introduction of domestic software costs 2-3 times more than the planned budget due to the need for improvements. And adapting Russian software to the specifics of business processes requires 30-40% over the cost of licenses.
