Kamil Gazizov: The document is developed and approved in Rostec. In it rules of unification and typification of technologies and the equipment which use directionally on quality improvement of providing IT services are formulated.
Special attention is paid to further promotion on the market of own IT developments, to creation and development of an IT landscape of state corporation and its organizations, operation of infrastructure, vendor interaction and software makers and the equipment.
What now key priorities of informatization in Rostec?
Kamil Gazizov: Key priorities are concentrated in the field of standardization and unification of approaches to creation of an IT landscape of the enterprises of state corporation, development of competitive import-substituting IT solutions. At the same time according to the results of audit of the holding companies and organizations by specialists of RT-Inform need of development of development strategies IT at the level of the holding companies was defined and a number of requirements to go to service-oriented IT service of the enterprises for the purpose of more effective control of IT costs is formulated.

Kamil Gazizov: Technology priorities are concentrated on the maximum use of internal products of state corporation and own advanced technologies.
What measures of increase in efficiency of IT do you undertake now and are going to undertake?
Kamil Gazizov: Development of all-corporate services, implementation of management processes of IT on the basis of service-oriented approach, existence of the formalized architecture of information technologies, optimization of use of IT infrastructure, by our calculations, promote increase in investment soundness in IT and to reduction of the overall level of costs for informatization.
What programs and plans of import substitution in the field of IT exist in Rostec now? What import products you are going to substitute first of all? In what cases substitution of import IT, in your opinion, in Rostec is still impossible?
Kamil Gazizov: RT-Inform implements a number of the projects in the field of import substitution designed to provide due degree of information security and to cut down unreasonable expenses of state corporation. First of all it is about replacement of the products Microsoft Windows by domestic goods, including the domestic protected Astra Linux operating system. Implementation of a pilot project on substitution of the software of Microsoft already began in Helicopters of Russia holding. In the nearest future we are going to deploy the stand modeling infrastructure of the enterprises based on the domestic and freely extended software which will be available also to other holdings of state corporation.
Another, the project, not less significant for us, is connected with implementation of domestic telecommunication equipment and ADP equipment. Within state corporation at once several companies conduct developments which can become high-quality replacement of foreign samples of the equipment. In 2016 RT-Inform expects to begin industrial delivery of this equipment to foreign and domestic markets.
In particular, RT-Inform won the tender for delivery of ADP equipment and storage systems of the Damask steel brandof United Aircraft Corporation. Implementing projects in the field of import substitution, we should consider the developed system landscape of production processes at the enterprises executing state defense order. In this regard today it is premature to speak about complete substitution of software regarding production management.
What development was gained by the relations of Rostec and the Russian ERPof 1C and Galaktiki developers[[Galaktika Corporation|]] with which in 2015 Rostec signed memorandums of cooperation?
Kamil Gazizov: In 2015 based on RT-Inform the Competence Center on 1C was created. The center specializes in implementation of complex projects for the benefit of the enterprises of state corporation. Among the most popular – an implementation project of schedule system and monitoring of production orders at the enterprises "Helicopters of Russia". The project is implemented based on the 1C: ERP Enterprise Management 2.0 software product.
In addition to project activity in the company development of own services on the platform of 1C which optimize internal work regarding implementation of purchasing activity, managements of the procedure of prior approval of IT budgets of the enterprises of state corporation is conducted.
Within cooperation with Galaktika of RT-Inform performs a number of projects for JSC Instrument Design Bureau of the Academician A.G. Shipunov, including the project on accounting of production logistics.
How now management of IT at the enterprises of Rostec is constructed? Whether you are going to change something in the current management model?
Kamil Gazizov: To us it is important that management of IT was based on the conventional international and Russian standards, requirements of technical policy of state corporation, results of IT audit of holdings. At the same time it is necessary to consider specifics of the enterprises, business needs, to develop all-corporate IT services at the level of holding and state corporation in general.
What main difficulties face in management process of IT in state corporation and how they are overcome?
Kamil Gazizov: The state corporation includes about 14 holdings which integrate more than 600 enterprises for all Russia. It is important to consider features of work of each of them and at the same time to observe the general standards, to adjust effective communications, to build an information security system.
How many people work in RT-Inform now? How strongly you feel staff deficit in the field of IT and on what specialties it is the highest?
Kamil Gazizov: At the moment in RT-Inform more than 150 employees work. However already in the current year the company is going to increase number of staff by 50%. New employees should participate in development of information security systems, to keep projects of automation of productions, to solve problems in the field of import substitution. In the conditions of an unstable situation in the market, professionals often do not hurry to change work.
Considering import substitution policy, certain difficulties with search of already ready specialists capable to work with new domestic technologies are observed. Therefore already now we handle issues of the organization of professional development course for the staff and IT specialists of the enterprises of state corporation, we hold profile seminars and conferences, we develop cooperation with the universities specializing in training in the field of IT.
What measures do you undertake to overcome a staff shortage?
Kamil Gazizov: Potential candidates are interested in our projects which, as a rule, have the innovation character, competitive salary and an opportunity to get the new experience connected with development of defense industry of Russia and implementation of the advanced domestic goods.
What approximate IT budget of the enterprises of Rostec for 2016? How did it change in comparison with 2015?
Kamil Gazizov: In the light of state policy of cost reduction, IT budgets of the enterprises are in process of review now. In general in comparison with last year the budget of State corporation on IT was reduced approximately by 10%.
