2024: Allocation of ₽115 billion for the state program for 2025-2027

The Russian government plans to increase funding for a state program to involve agricultural land in circulation and develop a reclamation complex known as the Earth program. ₽115,3 billion will be allocated for the implementation of the program in the period from 2025 to 2027. This became known on October 1, 2024 from an explanatory note to the draft three-year budget.

According to Interfax, according to the data presented, in 2025 it is planned to allocate ₽40,3 billion to the Earth program, in 2026 - ₽37,3 billion, and in 2027 - ₽37,6 billion. These indicators exceed the previously approved funding volumes for 2025 and 2026.

115 billion rubles are allocated for the Earth program

Within the framework of the program, special attention is paid to the federal project on the involvement in circulation and integrated reclamation of agricultural land. ₽15,1 billion is provided for its implementation in 2025, ₽17,5 billion in 2026, and ₽14,9 billion in 2027.

A significant part of the funds will be used to reconstruct the Fedorovsky retaining hydroelectric complex on the Kuban River in the Krasnodar Territory. ₽3,1 billion is allocated for these purposes in 2025, and ₽2,5 billion in 2026. Work on the reconstruction of the hydroelectric complex became necessary after the accident that occurred in April 2022, which led to a decrease in the rice harvest in Russia.

Minister of Agriculture Oksana Lut at a meeting of the board of the Ministry of Agriculture in September 2024 said that in the first three years of the implementation of the state program (2022-2024), more than 2 million hectares of unused agricultural land were put into circulation.

The state program "Earth," developed by the Ministry of Agriculture on behalf of the President of Russia, was approved by the government in May 2021. Its implementation is designed for 10 years, starting in 2022. During this period, it is planned to put into circulation at least 13 million hectares of land. The total area of ​ ​ unused agricultural land in Russia is estimated at almost 44 million hectares, of which 20 million hectares is arable land.[1]
