2024:12% increase in land sales to 1.7 million contracts
The number of land purchase and sale transactions in Russia increased by 12% in 2024 due to preferential mortgage programs and an increase in demand for individual housing construction. This is evidenced by data from a study published in May 2025.
According to BusinesStat, in the period from 2020 to 2024, the number of land purchase and sale transactions in the country increased by 89% - from 0.9 million to 1.7 million. The main driver of the market was transactions with plots for individual housing construction.
The termination of the preferential mortgage program with state support in 2024 cooled the rush demand in the housing construction market. Loans at market rates due to the growth of the key rate to 21% in 2024 also made the purchase of housing and plots less affordable for Russians. However, the trends embedded in the post-pandemic period continue to drive growth in the individual housing construction market.
State programs for the development of domestic tourism stimulate entrepreneurs to purchase land for the construction of hotels. Large agro-industrial complexes continue to replenish their land assets. Every year there is an increase in investment in the territory for residential development by developers.
The family mortgage is valid until December 31, 2030 at a rate of 6% per annum. The program is available for families with children, subject to one of the conditions: having a child under the age of 6, a child with a disability, or raising two or more minor children. The maximum loan amount is ₽12 million for Moscow and St. Petersburg with regions, ₽6 million for other regions.
Rural mortgages are provided at 3% per annum for the construction or purchase of housing in Russian settlements included in the development program. The Far Eastern and Arctic mortgages allow you to get a loan at 2% per annum for the purchase or construction of a house in the Far East and the Russian Arctic.

2023: Increase in the number of land purchase and sale transactions in Russia by 18% to 4.6 million
In 2023, 4.5 million land purchase and sale transactions were carried out in Russia, which is 18% more than in the previous year. This is evidenced by the data of the analytical agency BusinesStat, released in May 2024.
According to experts, the growth of the market is associated with an increase in transactions with plots for individual housing construction (IZHS). Large companies entered the IZHS market and were looking for suitable territories for the withdrawal of low-rise projects.
The study notes that the most popular in 2023 were inexpensive land plots without a contract, when the buyer can independently choose the project and contractor. Land purchases are often for investment purposes, with the house being built over several seasons. Prices for building materials have stabilized, so the total cost of individual construction has become more predictable, experts add.
Lands in Russia for their intended purpose are divided into the following categories:
- agricultural land;
- lands of settlements;
- lands of industry, power, transport, communications, broadcasting, television, computer science, land to support space activities, land of defense, security and land of other special purpose;
- lands of specially protected areas and facilities;
- forest land;
- land of the water fund;
- of reserve land.
According to BusinesStat, in 2023, relative to 2019, the number of land purchase and sale transactions more than doubled. Factors such as the self-isolation regime during the COVID-19 coronavirus pandemic, the desire to save savings due to fluctuations in exchange rates and invest them in real estate, as well as preferential mortgage programs affected here.[2]
