2024: Project for the construction of the Latitudinal Highway for 246 billion rubles
At the end of September 2024, a draft concession agreement for the construction of the Latitudinal Highway of High-Speed Traffic (SHMSD) worth ₽245,9 billion was published. This large-scale infrastructure project in St. Petersburg is intended to become the main road construction of the city for several years.
According to "Фонтанка.ру," the initiator of the project was the company "Latitudinal Highway of the Northern Capital" (SCHMSS). According to published documents, the construction of the highway is planned to be completed within 6.5 years from the start of work.
SHMSD is a six-lane toll highway that will run from the Vitebsk interchange of the Western high-speed diameter almost to the city border. The project is divided into several stages, including the construction of interchanges with Vitebsk Avenue, Salova Street, Glukhoozerskoye Highway and the Ring Road.
One of the key elements of the highway will be a new bridge across the Neva in the alignment of Fayansova and Zolnaya streets. It will be a low-water diversion crossing capable of quickly converging, located 40 meters upstream of the Finland Railway Bridge.
The financing of the project involves the allocation of a capital grant from the city in the amount of ₽159,2 billion, while ₽90 billion is planned to be attracted from the federal budget. The remaining ₽86,7 billion will be raised by the concessionaire at its own expense.
The concession agreement is designed for 49 years, including the period of operation of the highway from 2029 to 2073. During this time, the total cost of the project can reach ₽895,5 billion, including construction and operation costs.
Travel on the SHMSD will be paid, using a barrier-free free-flow payment system. The maximum tariffs for January 1, 2024 are set in the range from ₽20 to ₽92 per kilometer, depending on the category of the vehicle, with annual indexation by the inflation rate .[1]
