The Law "On Lotteries" of 2003 defined three types of lottery tickets: an instant lottery (when a player immediately learns the result), a circulation lottery (a prize pool draw among players is held immediately after all the mandatory terms of agreements for participation in the lottery between the lottery organizer and its participants are completed) and a combined lottery (combination of the types of instant and combined lotteries). In the west, almost all lotteries are held via the Internet or electronic machines, while in Russia the electronic lottery is just beginning to gain momentum.

Until recently, in our country, instant lotteries had the greatest popularity among the population, and, therefore, the largest market share. According to experts, in Russia in 2010 instant lotteries occupied 60% of the market, the share of circulation was 30%, electronic - 10%. In 2012, circulation lotteries began to occupy 45% of the market (instant - also 45%).
The lottery market of Russia occupies only 0.13% of the global market, according to the report of La Fleur's World Lottery Almanac (2012).
The capacity of the Russian lottery market in different sources is different. A number of specialists estimate it at about 22-27 billion rubles. per year (data from DISCOVERY Research Group), and in fact registered is about 10 billion rubles. per year. These data are less than similar indicators of the Western lottery market.
