There are several types of lotteries held in the Russian Federation. Types of lotteries are determined depending on the method of holding, the territory of holding, the technology of holding, the method of formation of the prize fund and the organizer of the lottery.

The Law "On Lotteries" of 2003 defined three types of lottery tickets: an instant lottery (when a player immediately learns the result), a circulation lottery (a prize pool draw among players is held immediately after all the mandatory terms of agreements for participation in the lottery between the lottery organizer and its participants are completed) and a combined lottery (combination of the types of instant and combined lotteries). In the west, almost all lotteries are held via the Internet or electronic machines, while in Russia the electronic lottery is just beginning to gain momentum.

2024

1123 Russians became lottery millionaires for the year

At the end of 2024, 1,123 Russians became the owners of winnings of ₽1 million or more. Such data were published by the press service of Stoloto on March 14, 2025. This means that about 22 new lottery millionaires appeared weekly in Russia.

According to Vedomosti, the total amount of prize money played in state lotteries amounted to ₽56,5 billion. Monthly winners received ₽4,7 billion in winnings.

The largest win in 2024 was received by the Semenov spouses from Tyumen, who became the owners of ₽1 billion in the New Year's circulation. Among other significant winnings are ₽607 million, which went to a resident of the Chelyabinsk region in May, and ₽189 million won by a resident of the Krasnodar Territory on the eve of the New Year holidays.

Stoloto Marketing Operations Director Varvara Basanovich said that according to a VTsIOM study, from 72% to 91% of winners gain greater financial confidence after receiving a major win. At the same time, 97% of respondents with winnings over ₽10 million expressed satisfaction with what they managed to do with the help of the funds received, and 85% feel lucky.

For comparison, in 2023, Alexander Zemskov, a locksmith from Nizhny Novgorod, became the winner of the New Year's circulation of the Russian Lotto lottery with the main prize of ₽1 billion. After tax deduction, he received ₽850,1 million. Zemskov planned to send the money won to repay loans and buy a new car.

In 2025, a resident of the Sakhalin Region became the owner of the main New Year's prize of ₽1 billion. According to Stoloto, after paying taxes, the winner will receive ₽781,6 million.[1]

Growth in sales of lottery tickets in Russia by 30%

In 2024, the number of purchases of lottery tickets in Russia increased by 30% compared to 2023. This was announced by the analytical center "Check Index" of the company "Platform OFD." In the same year, the average check for lottery tickets amounted to 210 rubles, which is 55 rubles more than in 2023, when it was 155 rubles. Usually, with one purchase, Russians purchase two or three tickets, according to a study, the results of which were released at the end of January 2025.

Until recently, in our country, instant lotteries had the greatest popularity among the population, and, therefore, the largest market share. According to experts, in Russia in 2010 instant lotteries occupied 60% of the market, the share of circulation was 30%, electronic - 10%. In 2012, circulation lotteries began to occupy 45% of the market (instant - also 45%).

The lottery market of Russia occupies only 0.13% of the global market, according to the report of La Fleur's World Lottery Almanac (2012).

The capacity of the Russian lottery market in different sources is different. A number of specialists estimate it at about 22-27 billion rubles. per year (data from DISCOVERY Research Group), and in fact registered is about 10 billion rubles. per year. These data are less than similar indicators of the Western lottery market. The Ministry of Finance, referring to data from foreign experts, cites such a volume of the lottery market in Russia - $800 million. It must be borne in mind that officially, for most firms specializing in the lottery business, reports on sales, profits and profitability show underestimated figures.

2011
