Miami residents began to buy weapons for supplies to Ukraine

On June 18, 2022, Miami police in the United States launched a program to redeem weapons from the population, and the received weapons from citizens are planned to be transferred to Ukrainian soldiers. In Ukraine, by June 2022, the Russian military special operation continues.

For each pistol, security officials in Miami offer to pay from $50, and for larger versions of weapons a more generous reward, for example, for a gun from $100, and for machine guns such as AK-47 or AR-15 from $150.

The proposed program, called 'Guns 4 Ukraine', has been controversial due to export license requirements in the United States and abroad. The Miami buyback action has been heavily criticized on conservative gun websites, where commentators have expressed skepticism that the guns collected will actually make the front line or be useful for fighting.

According to The Washington Post, Miami police in the United States have collected 68 weapons, but only a few of them are suitable for sending to Ukraine. It is unclear to the publication how the Miami Police Department plans to bring weapons to Ukraine. According to The Washington Post, in early June 2022, the Miami City Commission approved a resolution instructing the city manager to take all measures so that weapons received as part of the city's guns buyback program 'Guns 4 Ukraine' were sent to Ukraine "to protect and free the Ukrainian people."

Typically, under Florida state law, any weapon left in the hands of a state official must be transferred to a sheriff who can use it, lend it to other U.S. state departments, destroy it or sell it in favor of a state fund. Civil servants are usually not allowed to send guns abroad. Under a set of federal rules called International Arms Trade Rules, anyone who wants to export weapons, ammunition and other defense items from the U.S. must obtain a license from the U.S. State Department.

City Commissioner Ken Russell, who introduced the resolution, said Morales had checked with the U.S. State Department that such an initiative was possible through the right channels, where those with an export license could do so in conjunction with the country's federal government. The State Department forwarded questions from The Washington Post, the city of Miami and the US Department of Commerce, which also did not respond to a request for comment.

The U.S. Commerce Department reportedly sought to speed up the processing of American requests to send firearms and ammunition in the first months of Russia's military operation in Ukraine. Earlier, the Permanent Representative of the United States to NATO Julianne Smith complained that Ukraine's requests for the supply of weapons are constantly changing, and Washington itself is close to exhausting its resources.[1]
