In the overview of TAdviser published at the end of 2018 "By whom and what the federal IT budget of Russia in 2018 was spent for" it is mentioned that every year it becomes more difficult to collect for the analysis complete and qualitative cost data on state informatization. To the author of this article (the name at its request is not revealed) it familiarly not by hearsay – several last years the similar analysis is a subject of its professional interest.
Earlier existing resources – the AIS UVIRI portal and the Register of a FSIS of Roskomnadzor – stopped existence, and that parody to open data which appeared under the flag of creation and development of the main IC of coordination – KI FSIS – discredits also the idea of openness of the state information (which, it seems, is more uninteresting to officials), and all correct words which are surely packed into a beautiful wrapper with a text "digital public administration" now.
Meanwhile, the question costs not only about satisfaction of narrowly professional interest of small group of IT experts and idle curiosity of certain citizens, but also about observance of regulating documents on informatization coordination. The publication of open data is a possibility of public control about which need of implementation it is directly told in the main thing "coordination" to the NPA – Order of the Government of the Russian Federation No. 365 of 5/24/2010. The declaration on need of public control over implementation of departmental plans of informatization belongs to 2012 - it is one of the official purposes of coordination. Also it is necessary to recognize that for the next 3 years in this direction was made (2012-2015) much – it is in detail told about it below.
But, since the end of 2015, much of what occurred in the field of coordination suddenly changed the sign from "plus" for "minus". The author of article is far from calling everything occurring in the next three years conscious sabotage from certain responsible persons, departments or even the whole departments, but, at least, here it was not without amateurish and nonprofessional approach.
2012-2015: "Do you remember how everything began?"
The serious step in ensuring public availability of information on the state of affairs in the field of state informatization was taken in 2012. In the government contract on development of the "coordination" predecessor of a FSIS of KI, - the AIS UVIRI, - implementation of which began almost right after an exit in software 365 update, considerable completions of a subsystem Portal were provided.
The formulation of the purpose of development of this subsystem remaining and even becoming more and more relevant, it would be quite good to hang up as the slogan of Soviet period somewhere on a wall of the hall of meetings of that department of the Ministry of Telecom and Mass Communications in which name there are words "informatization coordination":

Cutting from terms of reference on development of subsystems Portal which demonstrate what implementation of functionality was planned:
Within development of a subsystem the Portal … in 2012 public disclosure of information on the planned amounts of financing of federal public authorities on informatization at the expense of means of the federal budget should be implemented; The publication of cards of informatization of state bodies of the Russian Federation, … created automatically on the basis of the relevant data of the AIS of Accounting should be implemented. Except the summary card of informatization, it is necessary to provide the publication of ratings of the authorities which are automatically created on the basis of data of the AIS of Accounting and the AIS Coordination. For each public authority of the Russian Federation … it is necessary to provide formation of a profile of authority … based on information from the card of informatization the AIS of Accounting with transfer of the main created information systems and the ICT components of infrastructure, the indication of total amount of the planned and actual costs to informatization and also information on the employee of authority, responsible for informatization. It is necessary to develop a uniform panel of display of a status of departmental and regional informatization for increase in extent of visualization (in the international terminology of dashboard). A problem of a panel of display – to present in the evident form an overall picture of work of state bodies in the field of IT. Each visitor of the portal of informatization using dashboard should have an opportunity to quickly gain an impression about expense allocation, dynamics of works and to pass to the subsections of a subsystem Portal interesting him. Functions of the interactive analysis should allow to perform dynamic creation of reports (on structure and a cost dynamics) on all array of information on the planned and actual costs. Data on structure and a cost dynamics should be submitted at least on the following cuts:

Informatization specialists and IT experts who have an idea of the actual level of "openness" of the state data in the field of IT, probably, read it to terms of reference more, than six-year prescription as a certain fantastic text. And all (well, or almost everything) written was implemented!
However, first "pancake", as well as it is necessary by tradition, left a lump.
In March, 2013, i.e., in 3 months after official completion of the works on development of the AIS UVIRI designed to raise openness of the state IT expenses on unknown height, the CNews magazine (No. 65, 2013) not too flatterly spoke of "the Russian IT Dashboard":
That "analog" of Itdashboard which is in Russia (365.minsvyaz.ru/prt) looks painfully. At the same time earlier in the government said that the direction connected with publicity of IT expenses will develop. The Ministry of Telecom and Mass Communications reported that intend "restart" the portal, it is essential it having upgraded and also increase quality and information volume. "We are going to make it until the end of the first half of the year of the current year. Increase in openness, availability and data transparency on funds of departments for informatization — one of priority tasks of the Ministry of Telecom and Mass Communications". |
In of that time the Ministry of Telecom and Mass Communications kept the promise about "restart" of the portal. Unlike the predecessor, the Portal of coordination of a sample of 2013 really contained the majority of information on activity of state agencies promised in terms of reference in the field of informatization and implemented a lot of things from the planned functionality.
Were presented in the section of Analyst of the Portal:
- OGV profiles: information on the planned and actual amounts of financing of actions for informatization, lists of the main information systems of each department, an action for informatization by plans of informatization by years;
- The card of informatization of OGV – a summary panel of expenses on ICT by structure of state agencies in the Russian Federation;
- OGV ratings: by the number of priority actions, on the volume of costs for priority actions, on the total amount of costs for informatization (the Comment of TAdviser: i.e., on collecting, processing and preparation to which publication experts are forced to spend several weeks, it was possible to receive that information only on one "click" by a mouse according to the link);
- Information from national medical and obstetrical center: list of algorithms and programs, statistics on placement and use of objects of fund.
It is clear, what it is impossible to meet in person this historical – in every sense – a resource. As looked and what information was provided to visitors by the Portal of coordination restarted and upgraded in 2013 was succeeded to set thanks to selfless activity of the Russian expert in open state data Ivan Begtin and the Information Culture non-profit partnership created by it. One of the regular activities performed by NP Informatsionnaya kultura is archiving of websites of state agencies, public organizations, socially significant projects, etc. In archives of Information Culture working "mold" of the portal of the AIS UVIRI of the period of 2013-2015 was found.
Running a little forward, it is necessary to tell that in the upgraded version of the portal put into operation in 2015 and which received the name "ESKI Portal" there were no nearly 100% of that information which was displayed on the portal of the AIS UVIRI. Not better the situation with the successor of ESKI Portal - the KI FSIS portal brought into operation two more years later was (and are).
2015-2017: "Potemkin portal of coordination"
Those who were related to a state informatization subject in 2015-2017, for certain, remember so-called ESKI Portal which replaced the good old Portal of coordination the AIS UVIRI at the end of 2015 and existed about two years. Via this "portal" (the comment of the author: quotes are not casual since actually, ESKI Portal represented the website, rather primitive on structure and filling) the input in the main "coordination" FSIS – the AIS UVIRI and the AIS of Accounting was performed.
The paradoxicality of the name "ESKI Portal" consists that the information system with the name "Single System of Coordination of Informatization" ("ESKI" is quite so decrypted) never existed in the nature.
This name for the first time appeared at the end of 2013 in the text of the "Concepts on Improvement of Mechanisms of Implementation of Coordination of Planning and Implementation of Informatization in State Bodies for the purpose of Increase in Efficiency of Their Activity as a result of Use of Information and Communication Technologies" project developed by request of the Ministry of Telecom and Mass Communications of that time its "subpermission" - VNIIPVTI (now – Federal State Budgetary Institution TsEKI).
System development (that ESKI) which had to become a single platform of all processes of coordination was one of the main ideas of the draft of the Concept and replace existing separate GIS. However, creation of ESKI for some reason began not with development of the correct system architecture and its implementation, and with a web show-window construction in the spirit of "window-dressing". Behind "ESKI portal" there was no common information space – links from the homepage readdressed the user in the usual AIS UVIRI interface and the AIS of Accounting.
But the main problem with "ESKI portal" was not that it was the actual baby's dummy, and that with its emergence really working resource with open information was killed. Along with start of "ESKI portal" the Portal of coordination the AIS UVIRI was taken out of service, and at the same time no information from the old portal was transferred to new – even in the form of a static mold.
The picture in style of comics under the heading "What Is Informatization Coordination" quite could mislead about opportunities of "portal" of the visitor beginner. However, it is not a creative delicacy of the designers who decided to issue thus the main functional menu – behind icons and digits on this picture there are no active links. It is just the picture occupying about 70% of the space of the screen – and more nothing …
In the middle of 2016 under the picture comic book a certain infographics with a claim for analyticity appeared. Unfortunately, screenshots with that infographics did not remain, but it is informative it did not indulge fans of "the interactive analysis" (you remember – such functionality was provided in the Portal of coordination the AIS UVIRI, but, unfortunately, then it was not implemented?).
What it was possible to learn from this "analytics" about:
- About the sizes of three largest IT budgets of federal agencies in 2014-2016. An opportunity to look at each of these budgets "by" - to estimate the extent of costs in each of classification categories on which account of objects of informatization in the AIS of Accounting is kept was an additional bonus. But on it "дриллдаун" also came to an end – neither costs by separate objects, nor costs on types of actions (creation/development/operation) could be seen;
- About total costs of all federal agencies of IT for the same 2014-2016 (of course, within the data which are available in the AIS UVIRI) with breakdown of these costs by classification categories, but without an opportunity to look at costs of specific department. It reminded the bulletin of total temperature on hospital, with the profound analysis to the level of total temperatures on departments;
- About total costs on types of actions, but without an opportunity to estimate innovation or conservatism of each department separately.
Most of all this "analytics" reminded an erotic scene in the Soviet movie of those times when "in the USSR sex was not" – the separate parts drawing attention and generating waiting something bigger flicker, but the complete picture does not develop.
Approximately at the same time – summer-fall of 2016 – on "ESKI portal" the section "Open data" appeared. It was connected with the fact that just then there was the next updating of software 365, and among five priority directions of development and use of IT in public authorities was announced and it is "Quality improvement and ensuring availability of the state information resources, including in the form of open data". In the light of implementation of installations of the government, from each federal agency at plan development of informatization it was required to specify now what open data form in each of information systems and to publish these data in appropriate sections on the official sites.
Lists of accounting items from the AIS of Accounting by classification categories were the only open data which the chief coordinator of all state informatization – the Ministry of Telecom and Mass Communications – could publish on main "portal" of coordination ….
But also here it was not without embarrassment which remained, however, unnoticed most of analysts (that indirectly, but quite objectively testifies to the level of demand of these "open" data). According to the standard of the publication of the open data (OD) each published data set should be followed by two office files – the passport of enrollment and structure declaration of set. In a case with open data on "ESKI portal" the published sets of OD did not correspond in any way to that structure which was published here.
Structure declaration (apparently, initially planned for the publication ODES) – it the description remained in archive of the author. In such type of OD from the AIS of Accounting if they were published, would have though some practical sense for analysts.
However, then, "something went wrong", and as a result the real OD published on "portal" were strongly cut down – in them there were only a registration number, the name of an accounting item, the name of the OGV-owner, classification category and the status of the passport of an object in the AIS of Accounting. Well, and what analytics could be constructed on such "open" data? The question is quite rhetorical.
The ghost Reestra of a FSIS wanders about Russia
One more information resource which was related to a subject of openness of information on the state IT expenses and which deserves mentioning at least for the fact that it was the first such resource in the history of modern state informatization – the Register of a FSIS of Roskomnadzor.
In 2009 government decree No. 723 "About an order of commissioning of separate state information systems" was accepted (Software 723). This resolution can by the right be considered as the forerunner "coordination" as the NPA of "a new era" because the register of federal state information systems created in connection therewith by the resolution (known also as the Register of a FSIS of Roskomnadzor) became historically the first operable attempt of automation of accounting of GIS, created and operated in state agencies. And the most important – the Register of a FSIS was practical attempt to count the state money spent for creation and operation of GIS and also an open source of information on this subject.
Officially the Register of a FSIS was operated a little more than 5 years – since the beginning of 2010 until the end of 2015. The fact that this register was under control of Roskomnadzor, but not the Ministry of Telecom and Mass Communications which is since 2010 the regulator of coordination processes for the people unfamiliar with specifics of the Russian state structures always looked a little strange. But this visible strangeness received quite obvious bureaucratic explanation if know that one of the subordinated organizations of Roskomnadzor was engaged in maintaining an information resource conceptually very similar to the Register of a FSIS, for nearly one and a half decades earlier – since 1995.
For all the time of work of the Register of a FSIS in it 438 FSIS operated more than were registered by 100 operators (among operators of a FSIS there were not only a federal executive authority, but also subordinated organizations, and state corporations), in total. 99 FSIS from earlier registered were brought out of the Register – such exceptions were made or because of a FSIS output from operation, or because of earlier wrong assignment to an information system of the status FSIS.
At the time of closing of the Register in 2015 in it there were active records about 339 (the comment of the author: remember this digit!) the FSIS operated by 99 operators.
During all term of existence of the Register of a FSIS data from it were published in the special section on the website of Roskomnadzor (in open access there was almost full range of the data provided by "Provision on registration of a FSIS" except for documents which were put to the request for registration/updating of data by department operator of a FSIS).
The fact that in 2015 resolution 1235 which announced yet not existing KI FSIS the main system of coordination at the same time also closed the Register of a FSIS is not result of someone's error or malicious intent - it is just classical example of parallel existence of two worlds – real and official.
Actually, the Register of a FSIS executed the historical mission and could be closed in 2013, after commissioning of the AIS of Accounting. In the order of the Government of the Russian Federation of June 26, 2012 No. 644 which approved Regulations on the AIS of Accounting it is told:
' 'provide in 4-month time … placement in a system of accounting of information systems of the data entered in the register of federal state information systems, … before entry into force of this resolution. |
By this point it was implicitly noted that the role of the Register of a FSIS is exhausted since the AIS of Accounting assumed storage of broader spectrum of data, than it was provided in the Register of a FSIS. Nevertheless, the Register of a FSIS continued to exist and be filled in parallel with the AIS of Accounting 2 more years, till December 1, 2015 when by software 723 it was announced become invalid. Moreover, since launch of the AIS of Accounting before a federal executive authority there was a problem of ensuring relevance of data on the FSIS which are contained in both systems i.e., was broken one their main principles of coordination – an exception of duplication of information by means of observance of rules of its single input and reuse.
Proceeding from logical assumption that all data from the Register of a FSIS are already available in the AIS of Accounting, the decision of officials on closing of the Register looked quite lawful. However, a problem turned out the fact that in the AIS of Accounting the functionality of the publication of open data on a FSIS similar to that which was in the Register was not implemented. Therefore when the Register was finally closed (it happened in the spring of 2016), information on all FSIS which was contained in it disappeared from public field.
Still approximately within half a year – from spring to fall of 2016 – data of the Register of a FSIS were absent in open access, and then appeared on "portal" of ESKI in the separate section. That it is historical, but not up-to-date data on "portal" of ESKI (and later – and on the KI FSIS portal where this section moved after closing of "portal" of ESKI) no word was told.
And that's it at this moment there was also "ghost" of the Register of a FSIS which wanders more than two years about Russia. About the "339 FSIS" (sometimes, however, it is transformed to "about 340 FSIS") which are allegedly operated in Russia speak in the most different contexts also the most different speakers – up to such high-ranking officials as the head of the Ministry of Telecom and Mass Communications or the head of the Audit Chamber. Of course, at all not on a rank to top officials of level, for example, of A. Kudrin to understand subtleties of accounting of information systems (its phrase about "340 GIS" which sounded at a meeting of Council for development of digital economy at the Federation Council in August, 2018 is quoted by many media), but this digit to it was prepared by assistants who, in turn, requested data in department, responsible for coordination …
It would be interesting to make such experiment – the official letter to request in the Ministry of Telecom and Mass Communications information on quantitative and inundated structure federal GIS, being in the status of commercial operation in all departments and subordinated structures. Most likely, in the department of coordination of informatization updated almost completely after all there are people who know that the FSIS at us at all not 339-340, and, at least, is twice more, but whether here they will be ready to disavow rather recent statements of big chiefs?
2017-?: KI FSIS portal - "This Groan of Songs at Us Is Called …"
By the time of the publication of this article in January, 2019 within one and a half years, since June, 2017, the main coordination system - KI FSIS exists really and is operated (which, according to the order of the head of that time of the Ministry of Telecom and Mass Communications N. Nikiforov had to be started a year earlier – but similar delays it is already quite possible to consider as the corporate style of the ministry). And this FSIS has too "portal" which if not to take more modern and strict style of design into account, than, in fact, remained the same with "ESKI portal" the website, very simple on structure and the contents. Even information on the homepage and a set of the main links at "KI FSIS portal" a little in what differs from "ESKI portal" - up to "analytics" and "open data" about which the speech will go below.
In the Regulations on KI FSIS approved by software 1235 in already far 2015 in the list of basic functions of a subsystem Portal the text quoted below is on the first place:
… providing a public access to the data which are contained in the system of coordination, including in a format of open data including access to the analytical reporting containing information on the course of accomplishment of actions for informatization of subjects of a system of coordination in a report type, in tabular and graphic types |
So, what from the listed data is on "KI FSIS portal" today? We look:
Open data. According to in the people – to embrace and cry. In appropriate section 17 sets containing the same a little informative lists of accounting items from the former AIS of Accounting which finally moved now under KI FSIS "umbrella" are located. In total! There is nothing any more there. As there is no statistics of loadings of these sets also – probably not to show as far as these data are useless from the practical point of view.
Analytical reporting. Well, if to include for like that standard infographics in Excel style, then yes – the analytical reporting is available. There was it quite recently – fall of 2018 and contains data on for a long time the ended 2017. Therefore it is not necessary to speak about control of "the course of accomplishment of actions for informatization" – these actions already became a history.
All this is informative the same rather poor set of information cuts which was also on "ESKI portal":
- Three largest IT budgets of federal agencies. By the way, and the drilldaun level here same, as before – if to rise the cursor on the corresponding segment of "bagel", it is possible to see the hard to read digits reflecting expenses on the corresponding category of accounting;
- Total expenses by types of actions and categories of accounting;
- The total costs on classification categories of accounting items.
In comparison with "ESKI portal", only one type of "analytics" which value is very doubtful in terms of public control – statistics of approvals AI (actions for informatization) in planning periods 2017-2019, 2018-2020 and was added 2019-2021.
Whether such ascetic selection of "analytics" means that at the officials responsible for coordination, rather poor imagination? In principle and. Strictly speaking, about creativity of officials in a subject of openness of information the speech does not go at all – all displayed data are that obligatory set of reporting data which is included into the summary report on an informatization coordination status which is annually preparing the Ministry of Telecom and Mass Communications sent to the Government (apparently, to the profile Deputy Prime Minister and in the corresponding pravkomissiya). And the publication of this "analytics" is quite synchronized with process of preparation of the summary report – usually collection of information for it begins in February-March and comes to an end approximately in the middle of the summer (the truth, in software 365 the term of the direction of the summary report in the government is set for June 1 of the year following reporting, but in recent years this term practically was never maintained). So, the next portion of "analytics" should be expected not earlier than fall of the next year. According to in social networks – "remember this tweet".
By the way, unlike "ESKI portal", in a FSIS of KI there is no opportunity to compare the last on time data with the last periods (we will remind, in ESKI the corresponding infographics after all was displayed for 3 years – 2014-2016). This results from the fact that at start of a FSIS of KI in operation transfer of historical data for previous periods was not made of the AIS UVIRI – as Hamlet once spoke, "link of times broke up". All data on the plans and actions for informatization preparing departments since 2013, remained in the old AIS UVIRI which is for the present seemingly available online, but its future is foggy (we will remember the portal of coordination the AIS UVIRI which is disconnected in one step).
Openness of informatization and immemorial Russian questions
So, we sum up the unfavourable results:
- We had an openness of state informatization, but long ago - and already ended;
- What is offered to the public under the slogan of openness like that is not at all;
- Mechanisms of control of a state informatization status, in principle, are, but they touch upon an openness subject only on the edge.
It is necessary to ask two classical Russian questions – "Who Is Guilty?" and "What to Do?"
Who is guilty?
To answer publicly this question already rather safely for someone's career – most of those officials who were responsible for coordination of informatization during 2012-2018 left the positions (not only in the Ministry of Telecom and Mass Communications, but also in other departments, and in the government).
That deplorable status in which there was a coordination as a control object is caused by the defects and miscalculations (after all, will call it such words, but not the hidden sabotage) which happened in all directions – normative, methodical, technical and control. Detailed "blamestorming session" on all aspects could turn into the work comparable on volume, for example, with the thesis, and even with "War and peace", but it is not in the creative plans of the author – therefore we will be limited only to a narrow subject of this publication and even within this subject we will not go beyond concise and thesis formulations.
Normative providing
Paradoxically, but the fact – before the openness of information was announced by one of the priority directions of coordination, it in reality was provided much better, than after second big "perezagaruzki" of software 365, happened in 2016. The resolution is only a visible top of normative "iceberg"; the changes made to software 365 demanded significant changes in the subordinated techniques approving by orders of the Ministry of Telecom and Mass Communications and also in processes of coordination document flow. All these changes became in the conditions of limited time, with obviously and consciously becoming simpler draft documents (by the known principle of builders – "we will hand over with subquality work, and then we will complete"), with reference of many questions requiring careful study on "then".
But regarding ensuring openness of information on processes of coordination no normative study was carried out and in one regulating document of the Ministry of Telecom and Mass Communications was not defined what structure of open information should be published on the portal of coordination.
Equipment
Subjective opinion of the author of article – many problems and punctures of coordination as complex process are outright caused by absence of the qualified architect (not only a system and technical profile, but also informative – what in the commercial sphere is called business architecture) and also the error which happened at a certain historical moment (if, of course, it was just the error) in the choice of the developer of systems.
Significant falling of quality of program development in the direction of coordination began in 2014 – when Gosbuk Ltd became the real contractor on a number of projects of coordination instead of AT Consulting company (all these years Rostelecom was and remains the formal and official contractor of all head contracts):
- Gosbuk created extremely unsuccessful (and afterwards repeatedly improving and being improved "on live") the AIS Ucheta version with many problems put into operation at the end of 2015;
- Gosbuk began development of notorious ESKI, but managed to make only "ESKI portal";
- Gosbuk at the end of 2015 developed also the first version of a FSIS of KI which at first was disabled and was improved some more months, and then just it was inappropriate to the changed regulatory requirements when in May, 2016 there was an updating of software 365.
As a result, there is a lot of time and forces at the specialists who were responsible for operation of these systems and for the processes proceeding in them left to work for, in principle, to force "this here all" somehow – on a delicacy like openness of information of resources already just did not remain.
In general, program developments in the field of coordination are a striking example of that style to which the author of article thought up the name "official edzhayl". It means lack of normally worked terms of reference, "sharpening" of functionality of a system not under requirements of bulk of users, and under that volume and the direction of tasks which are carried out by officials, formal implementation (in the people it is called "make on get rid") some obligatory, from the point of view of the NPA, but the officials who are not infringing on direct interests, requirements. (Nedo) openness of information and (not) quality of its implementation in coordination of GIS is result of execution of works in style of "an official edzhayl".
Methodical providing
Regarding ensuring openness of information which is contained in coordination GIS, any special techniques never existed. The Ministry of Telecom and Mass Communications, at the very least developed techniques for controlled departments and for own subordinated experts, did not attend to still to develop techniques and for itself favourite – and by that answered the classical question "Quis custodiet Ipsos custodes?"
Perhaps, be control from the senior colleagues (the same Accounts Chamber, for example) less formal and more tough, such techniques and would appear. Eventually, about what information on a coordination subject, should be published it is open, written in software 365. And in the first (still normally worked) the requirement description to openness is made by terms of reference which are cited at the beginning of article quite methodically.
Control providing
Many problems discussed in article would manage to be avoided if control mechanisms adequately worked. The main controller of processes of coordination is the Accounts Chamber. Approximately prior to the beginning of 2015, i.e., just until when the adverse vector of development was designated, the coordination subject on more or less dense control was held by also Government commission on IT. And here is how time the Government commission on the open government which was a part of the government in last cycle (2012-2018) did not monitor a subject of coordination of informatization in any way. Though, apparently, the name to it obliged her.
However, during the big control actions for a coordination subject, during regular monitoring, from Accounts Chamber notes on unsatisfactory implementation of the principle of openness of information in the coordination systems did not arrive. And all because near this principle control terms and other quantitative parameters were not registered.

To officials and controllers: it is necessary to return to bases. It is necessary to begin to perform "normativka" on coordination not only regarding control terms of preparation and approval of plans of informatization, but also on all those points where the words "openness", "public access", "public control", etc. meet.
To developers of information systems: it is necessary just to look back. It is necessary to lift from terms of reference archives on development of the very first Portal of coordination, attentively to re-read it, to correlate to realities of today, to rewrite again, and then to implement not by methods of "an official edzhayl", but by normal methods of professional development.
Again to officials: it is necessary to include logical thinking. It is necessary to think of how to facilitate life and work to analysts and experts who all the same will dig out that information which is necessary to them, but could make it easier, quicker and more effectively, using more time for use of the main professional skills, but not on information and archaeological researches.
To ideologists and methodologists of coordination (the author is not sure that he precisely knows who these people): it is necessary to change approaches to coordination completely. It is necessary to develop again all "normativka", to change processes (there is such almost forgotten good Russian word – "reengineering"), to change instruments of control.
