2024: Governor of the Murmansk region summed up the results of digitalization of the region

In February 2024, the Governor of the Murmansk Region, Andrei Chibis, held an operational meeting of the regional government, at which, among other things, he spoke about the results of the digitalization of the region.

According to Chibis, the Murmansk region has achieved notable results in the field of information technology in recent years. So, since 2021, the services of the region have become winners and laureates of federal competitions 11 times. In 2023, Murmansk became a laureate of the competition "Best Municipal Practice" in the nomination "Modernization of the urban economy through the introduction of digital technologies and platform solutions," said the head of the Murmansk region in February 2024.

Among other projects of digital transformation of the region, he noted the introduction of a single digital platform for managing the region, a single platform for managing the transport system, a system for monitoring the cleaning of territories of municipalities, a public video surveillance system and analytics. In addition, the projects "Unified Map of a Resident of the Murmansk Region" and "Young Arctic," tourism and investment portals are being implemented. The flagship among the IT solutions of the region "Our North," which was launched back in 2019, was specified in the Ministry of Digital Development of the Murmansk Region.

Earlier in 2023, Andrei Chibis, summing up the implementation of the plan "In the North - to live!" in the block "Digitalization," noted that the region is in the top 10 best in the country in this area.

2024: Growth of tourist flow to 736 thousand people

In 2024, the tourist flow to the Murmansk region increased to 736 thousand people, which is 66 thousand more tourists compared to 2023. This became known from the first vice-governor of the region Oksana Demchenko during a meeting of the regional government, held at the end of January 2025.

She said that about 31 thousand tourists, or 4% of the total, were foreign citizens. Among the most popular places that attracted the attention of travelers were Teriberka, Kirovsk and Murmansk. Oksana Demchenko noted that in 2024 13 tourist projects were successfully implemented, a new workplace 41 opened, and 22 collective accommodation facilities were created. In 2025, the regional authorities plan to continue the development of tourism infrastructure, including subsidies to support projects in the field of industrial tourism.

Seidozero, Murmansk region

The vice-governor of the Murmansk region Svetlana Panfilova said that 118 certified guides work in the region. In 2024, 44 guides and 11 guide translators passed the qualification exams. Panfilova added that from March 1, 2025, certification of guides will become mandatory, which should improve the quality of tourist services in the region. Already in the first quarter of this year, 70 people applied for certification, which indicates a high interest in the profession.

In addition, the authorities of the Murmansk region reported that during the New Year holidays in 2024-2025. the region attracted about 120 thousand tourists. This number includes both residents of the region and tourists who came specifically for the winter holidays. More than a third of these visitors (45.9 thousand people) decided to spend time on ski slopes, which emphasizes the growing interest in winter recreation in the region.[2]

2023: Tourist flow growth by 46% to 670 thousand people

The number of hotel guests in the Murmansk region at the end of 2023 amounted to 385 thousand overnight stays, which is 38% more than a year earlier. This is evidenced by the data that the analytical agency BusinesStat disclosed in November 2024.

According to the researchers, thanks to the development of domestic tourism, the tourist flow to the Murmansk region has grown annually since 2021 and reached 670 thousand people in 2023, which is 46% higher than in 2019. In 2023, there was a shortage of hotels in Murmansk, Monchegorsk, Kirovsk, near ski resorts, and due to the lack of accommodation, some areas of the region do not receive guests, although they have the potential for developing a tourist destination (Kovdor, Lovozero), according to BusinesStat.

The study also says that the construction and reconstruction of hotels in the Murmansk region is supported by the national project "Tourism and Hospitality Industry," the Strategy for the Development of the Tourist and Recreational Cluster for 2021-2025 is also being implemented. As new facilities are put into operation, including year-round resorts, the number of guests in hotels in the Murmansk region will grow. The development of transport infrastructure (the opening of a new terminal at Murmansk airport) and the development of new tourist destinations, such as the national routes Polar Kaleidoscope and From the Barents to the White Sea, will attract even more tourists to the region, which will ultimately stimulate the development of the hotel services market in the Murmansk region.

According to the head of the Murmansk region, Andrei Chibis, the portrait of a tourist in the region is as follows: age - 35-50 years, a person with a certain income and salary from 70-80 thousand rubles. Tourists visiting the Murmansk region spend about 5 thousand rubles per day, Chibis said.

The regional authorities intend to increase the annual tourist flow in the Arctic to 1 million tourists, attracting them with environmental, extreme, gastronomic, cultural and event tourism. 2024 in the Arctic is declared the Year of Cultural and Educational Tourism.
