2021: Adoption of law on digitalization of a national accreditation system
On January 20, 2021 the State Duma adopted the law on digitalization of a national accreditation system in the first reading. The document is developed by the Ministry of Economic Development of the Russian Federation at the initiative of the Government of the Russian Federation within sale of the mechanism of "the regulatory guillotine".
The bill provides introduction of amendments to Federal law No. 412-FZ "About accreditation in a national accreditation system". A row from them is directed to process optimization of providing public services by Federal Accreditation Service. In particular, it is offered to simplify the procedure of reduction of area of accreditation.
According to authors of an initiative, annually Federal Accreditation Service provides more than 3 thousand state services in reduction of area of accreditation by entering of the corresponding data into the register of the accredited persons. By January, 2021 this service has declarative character. Taking into account it it is offered to give the accredited persons the right to independently enter necessary changes in register. It is supposed that it will allow to reduce administrative costs of the accredited persons, including on preparation of necessary documents and their direction in Federal Accreditation Service.
An opportunity to carry out the remote assessment within the procedures for accreditation is also fixed by the document.
This mechanism is especially relevant recently and will allow to carry out the applicant's assessment on compliance to accreditation criterions remotely using video conference without departure to the place of activity implementation, – the director of the department of state policy in the field of licensing, control and supervising activity, accreditation and self-regulation of the Ministry of Economic Development of the Russian Federation Alexander Vdovin explained. |
The bill also adjusts powers of the Government of the Russian Federation on establishment of mandatory requirements to products in the Russian Federation concerning which technical regulations are not accepted.[1]
