Nikolay Merov: The Russian HRM system was the most functional
Despite rapid development of the Russian market of personnel management systems, public projects on it a little. It is remarkable that quite often the functionality of the Russian solutions most fully covers requirements of domestic enterprises for control automation by personnel. The head of information technology of NPP Aerosila Nikolay Merov tells about the experience of implementation and application of a HRM system at the enterprise of the real sector of economy in an interview to the TAdviser Center.
TAdviser: At what moment of development of the company did need of implementation of a single system of accounting by personnel and what it was dictated by arise?
Nikolay Merov: NPP Aerosila is one of leading enterprises of aircraft industry of Russia. Active development of the company required use of advanced technologies of informatization and management. In this case, need of system implementation of personnel management was dictated by requirement of automation of payroll and a time recording and also for increase in level of discipline at the enterprise. Besides, certainly, the implemented HRM system had to allow preparation of necessary reports and also have tools for planning of the wages fund.
TAdviser: Who directly made the decision on need of system implementation of personnel management?
Nikolay Merov: As I already mentioned, need of system implementation was dictated by the corresponding business need therefore the CEO of our company acted as the main initiator of the project. Directly the decision on system implementation of personnel management was made besides by the CEO together with the head of information technology.
TAdviser: How the choice of a specific personnel management system was carried out?
Nikolay Merov: The analysis of the existing offer in the market was carried out by our specialists, the tender was not announced, and we were guided by compliance of the considered products to requirements of the company within this project. Among alternative solutions such products as were considered: 1C (accounting, salary and personnel), Microsoft Business Solutions Axapta, Microsoft Business Solutions Navision, "Boss-personnel officer" and "Kontur-Personal". Besides, all considered software was in addition analyzed on demoversions.
TAdviser: What criteria were defining for the choice of a personnel management system? Why the Russian solution was selected whether there was a price factor decisive?
Nikolay Merov: No, the cost of the solution was not the main selection term. The functionality of a system was the key factor defining our choice. In this context it is pleasant to note that to the most fully meeting our requirements on functionality there was the Russian solution. The product of SKB Kontur had the greatest functionality among the considered systems. Nevertheless, certainly, the price factor also was for us one of the main. However, here It should be noted that we were guided not so much by the cost of the product, how many by implementation cost. By our estimates, in case of the choice of the Kontur-Personal system it was ten times less, than at other Russian producers, and 50-60 times less similar indicator for foreign solutions.
As the third key selection term I would note a possibility of compatibility with other programs. In the solution of SKB Kontur this functionality was implemented at the level, necessary for our company. Besides, systems capabilities of "Kontur-Personal" allow to modify it without participation of programmers of the developer that, certainly, very conveniently and economically.
I also separately would emphasize existence of technical support of products of SKB Kontur both in Moscow, and in head office in Yekaterinburg. Among functional features it is possible to note that all documents and reports are output in the Circuit Personnel system in the MS Office format, usual for the user.
TAdviser: Whether there are features of automation of personnel records in the industry and aviaproduction in particular?
Nikolay Merov: Yes, it is unconditional, certain features exist. For example, it is possible to note subtleties of developmental and serial production and also existence of a large number of preferential professions. Only considering all these factors it is possible to construct really effective personnel management system at the enterprise.
TAdviser: What functionality of the solution of SKB KONTUR is implemented at your enterprise?
Nikolay Merov: In NPP Aerosila time keeping is implemented in interaction from an electronic checkpoint, personnel records, and job analysis with the personnel, planning of the wages fund Otiz and also the module "Settlement Department and Management".
TAdviser: May you tell in brief about the main characteristics of the project: how it was carried out how many people participated in the project from integrator and from your company? What project deadline?
Nikolay Merov: System implementation passed in several stages. On the first primary examination of the enterprise was conducted, necessary business processes are corrected and possible features and difficulties of project implementation are revealed. After installation of the necessary software, converting of databases was made. Then there underwent the stage training within which key users of a system received necessary skills of work with it. In total 8 people were trained. After that a system was started in trial operation: at this stage we approved the implemented solution, defined and implemented additional settings and opportunities. After accomplishment of these works, a system was brought into commercial operation.
It should be noted that the solution of SKB Kontur was rather flexible, and process of its setup intuitive. So, for system implementation from integrator we needed only one consultant and one specialist for preparation of necessary printed forms. From our company three persons were involved: the project manager – the head of information technology, the system administrator and the employee of personnel department. Despite the small human resources involved in project implementation, a system was implemented for rather short term – about 5 months.
TAdviser: May you give any indicators of cost efficiency and in general results of system implementation of personnel management?
Nikolay Merov: Yes, of course. After project implementation of system implementation, we managed to release the wages fund taking into account 5 rates in organic, 2 rates in personnel department and 1 rate in Otiz. Besides, the discipline at the enterprise as within the project the electronic checkpoint was implemented improved. As a result the quantity of absences which directly was reflected in the salary was reduced to zero. Besides, performance of personnel department considerably increased, there was a possibility of use of extra time of work of employees, detailed accounting became possible that, naturally, simplified payroll.
TAdviser: Whether you are going to expand functionality and to scale a system in the future?
Nikolay Merov: Yes, agreements on acquisition and implementation of the systems "Accounting of Work and Salary", "Circuit Accounting Asset" are already reached and it is announced before developers "Accounting and Production Analysis" and also the CRM system on the Kontur-Aktiv platform.
