In 10 years Moscow saved more than 1 trillion rubles on purchases

Since 2010 Moscow carried out over one million procurement procedures with a total amount about 8 trillion rubles. On November 5, 2020 the Moscow City Department of Competition Policy reported about it. Economy of budgetary funds in 10 years made more than 1 trillion rubles.

The total amount of economy reached at biddings on state procurements for the last 10 years already exceeded the average size of the annual budget of Moscow on government procurement. Economy becomes possible thanks to the created conditions for participation of a great number of suppliers. If till 2010 in state procurements only legal entities, the large companies participated in the basic, then now the procedure is open for all – up to 80% of suppliers representatives of small and medium business, individual entrepreneurs and self-employed citizens. More than 21% of contracts of the total amount of purchases for the last 10 years were signed with MSP and their total amount was 1.7 trillion rubles, – the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Yefimov specified .

Since 2010 the city annually publishes about 100 thousand procedures on average for the amount about 800 billion rubles.

In recent years repeatedly the number of unique suppliers increased: if in 2012 about 8 thousand companies participated in city state procurements, then in for the beginning of November, 2020 this indicator already reached closely a point in 200 thousand. It provides not only transparency of purchases, but also growth of the competition which in 10 years increased from 3 to 5 participants by lot, and the share of competitive procurement procedures with the only participant was reduced from 36% to 12%, – the Head of the Moscow Department for Competition Policy Ivan Scherbakov noted.

Allow make process of state procurements convenient and more operational for state customers and suppliers as well uniform standards for documents. Thanks to standard procurement documentation terms of preparation of requests are reduced by participants and risks of the appeal of results of procedures are minimized.

In 9 months the volume of NMTs decreased by 1% to 6.7 trillion rub.

On October 22, 2020 JSC TEK-Torg reported that according to the results of the third quarter 2020 the volume of state procurements within 44-FZ on all branches of the economy decreased on the volume of NMTs by 15% in comparison with the same period of 2019 and made 1.98 trillion rubles. In only 9 months 2020 on 44-FZ it was published purchases for 6.7 trillion rubles. In general by the number of the published procedures of any of the industries it was not succeeded to reach the level of the first quarter. Also in the third quarter the number of purchases on 223-FZ decreased, at the same time indicators on the volume of NMTs in comparison with 1 quarter grew by 31%.

According to a research, the volume of NMTs on the published procedures within 44-FZ in 9 months 2020 decreased by 1% in comparison with the same period of 2019 from 6.8 trillion rub to 6.7 trillion rub, on 223-FZ decrease made 14% from 9.5 trillion rub to 8.2 trillion rub.

Against the background of the general decrease in purchases on 44-FZ stable growth on the volume of NMTs shows the sector of telecommunication services. In the third quarter it grew by 23% in comparison with the beginning of year.

According to the report, the best recovery dynamics on the volume of the published procedures is shown by the market of a computer and electronic equipment and the market of construction works. The service industry, an electrical equipment and heavy mechanical engineering belong to the markets with the worst recovery dynamics on the volume of the published procedures.

In the period of a pandemic pica in the second quarter 2020 the largest growth on the volume of NMTs was shown by such directions as vehicles and the equipment (+129%); special construction works (+105%); the equipment is computer, electronic and optical (+100%).

The purchasing amount of medicines was reduced by 39%, purchases of services in the field of health care decreased by 37%. It is connected with total emergency conversion of a health care system on fight against COVID-19 and purchase of special medicines and the equipment.

Despite the general decrease in number of purchases on 223-FZ according to the results of the third quarter, indicators on the volume of NMTs grew by 31% in comparison with the I quarter. Nevertheless in the third quarter 2020 in comparison the same period of 2019 decrease in amounts of NMTs of procedures was 10%.

The best recovery dynamics on the volume of NMTs is shown by such directions as constructions and construction works in the field of civil engineering; the equipment is computer, electronic and optical; buildings and works on construction of buildings. With the worst recovery dynamics on the volume of NMTs treat the markets: services in the field of architecture and technical design, technical tests, researches and the analysis; base metals; vehicles and equipment, other.

Unlike public sector the volume of construction works for civil constructions in purchases on 223-FZ increased as by the number of procedures from 16.4 thousand in the I quarter to 20.6 thousand in the III quarter, and at the cost of NMTs from 198.5 billion rubles the I quarter to 861.5 billion rubles in the III quarter.

The second place on the volume of NMTs (187.3 billion rubles according to the results of the 3rd quarter) is taken by the financial services industry (except services in insurance and provision of pensions) while in 44-FZ on the volume of NMTs the industry only on the 16th place with a capacity of 13.8 billion rubles.

The third quarter showed that the volume of competitive public procurements (44-FZ) was significantly reduced even in comparison with 1 quarter which traditionally is the smallest on volumes within a year, - the CEO of federal electronic platform "TEK-Torg" Dmitry Sytin commented. - Proceeding from trends, the volume of state procurements and in 2021 can not return on levels of 2019. The driver of growth in segment 44-FZ the sector as the TV set, but in connection with its small share acted, it had no general impact on the total amount of purchases. Proceeding from results 3 quarters, it is possible to expect also further reduction of budgets of regions and municipalities by building. Other trend is observed in segment 223-FZ. Here on the contrary, implementation of construction projects was resumed and it is possible to make the assumption that the companies continue to rebuild the IT infrastructure under the developed business conditions.
