2025: Reduction of real estate sales in Ukraine by 9.8% to 366.7 thousand transactions

At the end of 2025, the total number of notarized real estate transactions in Ukraine decreased by 9.8% compared to 2024, amounting to 366.7 thousand contracts. These data of the Ministry of Justice of Ukraine, based on the register of notarial actions, were released on February 5, 2026.

Despite the overall decline, the market showed multidirectional dynamics in various segments. The most significant growth was recorded in transactions for the purchase and sale of housing. The number of such operations with apartments and houses increased by 15%, reaching 205.2 thousand.

Real estate sales in Ukraine for the year decreased by 10% to 366.7 thousand transactions

The number of executed contracts for houses with household plots has significantly increased - by 44.8% to 320 transactions. The volume of transactions with other real estate increased by 18%, amounting to 42.8 thousand contracts.

At the same time, the number of gratuitous transactions has sharply decreased. The volume of donation agreements fell by 39.5% to 108.6 thousand. The number of real estate exchange agreements also decreased - by 12.5% to 2.2 thousand. Execution of other alienation agreements decreased by 31.9% to 5 thousand.

The indicators for lifetime maintenance contracts (2 thousand, -1.5%) and donations (261, -6.8%) slightly decreased. Also, notaries issued 396 contracts for the management of real estate, which is 8.7% less than in 2024. The number of rent contracts remained unchanged - 4 contracts per year.

In the field of land relations, stagnation was recorded: the number of certified agreements on the alienation of land plots practically did not change, showing a meager increase of 0.22% to 394.1 thousand.

Investment portal InVenture explains the overall decrease in the number of transactions with the growth of commercial housing operations as structural changes in the market. Activity is shifting towards cash transactions, while the share of gratuitous and alternative methods of alienating property is decreasing.[1][2]
