2025: Electronic services of the Ministry of Justice of Ukraine have not been working for a month after the largest cyber attack

The Ministry of Justice of Ukraine partially resumed the work of electronic services after a large-scale cyber attack on December 19, 2024, but a number of critical systems remain inaccessible by January 13, 2025.

According to Censor.net, access to the main functions of the portal of the Unified State Register has been restored, including free search for information, formation of statements and obtaining the results of administrative services by access codes.

Deputy Prime Minister for European and Euro-Atlantic Integration, Minister of Justice of Ukraine Olga Stefanishina said that it will take about two weeks to restore the work of the registers first. The question of a possible data breach remains open.

As a result of the cyber attack, 27 services became unavailable in the Dіya application, including registration of entrepreneurs and companies, booking workers from mobilization, re-registration of cars, registration of property rights and registration of social assistance.

Service centers of the Ministry of Internal Affairs of Ukraine have suspended the provision of services related to the registration of vehicles. The business faced difficulties in opening bank accounts due to the inability to verify data in the register of legal entities.

By the end of December 2024, the Ministry of Justice restored the work of three key notarial registers: the Unified Register of Powers of Attorney, the Inheritance Register and the Unified Register of Special Forms of Notary Documents.

In 2024, the number of cyber attacks in Ukraine increased by 70% compared to 2023, reaching 4315 cases, according to the State Service for Special Communications and Information Protection.

The Security Service of Ukraine continues to investigate the incident and check for a possible data leak from state registers. The final results of the audit have not yet been published.

The attack on the registers of the Ministry of Justice was the largest cyber attack on the state information systems of Ukraine in recent years. A full recovery of all services can take several weeks.[1]
