2024: Ministry of Industry and Trade presented the concept of regulating the turnover of industrial data
Ministry of Industry and Trade Russia developed a concept for regulating the turnover of industrial data, developed jointly with representatives, state agencies industry and the expert community. The document defines the principles for collecting, storing, processing and disseminating information in the production sector, and also creates the basis for the development of domestic digital technologies in this sector. This became known in early December 2024.
According to Vedomosti, the concept will be sent to specialized organizations for discussion by the end of 2024. The ministry plans to use the document as the basis for the development of the relevant bill.
The Federal Center for the Applied Development of Artificial Intelligence under the Ministry of Industry and Trade emphasizes that the main goal of the concept is to create a legislative framework to ensure effective processing of industrial data in Russia.
The document defines key principles for managing information flows in industry, including mechanisms for collecting, storing and enriching data, as well as procedures for their provision, distribution and destruction. Special attention is paid to the security and confidentiality of industrial information.
Representatives of the ministry note that at this stage the document is a legal vision of industry regulation. Based on the results of the work of the expert group, a decision will be made on the need to form specific legislative initiatives.
The concept is designed to create uniform standards for handling industrial data, which is especially important in the context of the digital transformation of the production sector and the development of industry technologies 4.0. Regulating this area will help enterprises more efficiently use information resources to optimize production processes.[1]
2021: Federal law on industrial data is being developed in Russia
The Ministry of Energy, together with Ministry of Digital Development and representatives of the industrial industry, including Rosneft, Rosseti, Rosatom, write a law on industrial data. Pavel Sorokin, Deputy Minister of power of the Russian Federation on June 4, 2021, spoke about this during an open discussion. Representatives of the oil industry initially showed the greatest activity in this initiative, it follows from the words of the official.
As of early June, the concept has already been created and the first draft version of the federal law has been prepared. After its discussion with members of the working group engaged in its development, work will be carried out on regulatory documents also in a draft version, said the Deputy Minister of power. After that, the draft law will be put up for wider discussion. To avoid the "sinking" of this bill, it is first planned to issue a draft version.

The bill regulates direct data exchange between companies and exchange through intermediaries - cloud storage or operators, regulates data verification, rules for their depersonalization, security standards and much more. That is, a regulatory opportunity will be created to regulate these things.
Thanks to the developed law, it will become possible to create unified platforms, due to which, the developers of the bill believe, it will be possible to reduce transaction costs in cooperation between companies, increase production volumes in the oil industry, in particular, increase the efficiency of industrial equipment.
Data is an important competitive advantage. One of the key tasks is to make industrial data available for implementation in Russia: to create a market, regulatory, says Pavel Sorokin. And to simplify data exchange, you also need to create open standards and APIs for access and integration. It is also necessary to eliminate regulatory barriers, to give an investment incentive for import substitution.
Now in Russia, each company sees itself as a separate state, said the Deputy Minister of power. At the same time, their main competitor is not their neighbor, but the world market. Therefore, it is necessary to arrange data exchange so that each company in Russia, with the help of its neighbor, could be more efficient: use each other's data.
In all countries, including the United States, India recognizes the importance of developing the direction of industrial data, and there are many steps to regulate this area in different forms. The industrial data law will allow Russia to be on a par with at least partner countries, says Pavel Sorokin.
