Sergiyev Posad
Sergiyev Posad is the city in the Moscow region of Russia. Administrative center of the Sergiyevo-Posadsky city district of the Moscow region. It is included in structure of the Golden Ring of Russia in 1969 (the only city located in the Moscow region among the cities included in structure of the Golden Ring). In the city there is a stavropigialny monastery of Russian Orthodox Church, the UNESCO world heritage site — Trinity-Sergius Lavra. Distance from MKAD — 52 km. Distance by rail from the station Moscow-Yaroslavl (The Yaroslavl station)" to the station Sergiyev Posad — 71 km.
2019: "Arrow" suggested to make "orthodox Vatican" of Sergiyev Posad
The Strelka consulting bureau by request of "Дом.РФ" prepared the development strategy Sergiyev Posad of the Moscow region. Kommersant and Vedomosti studied the 300-page document.
According to editions, the document provides large-scale reorganization of the central part of the city. "Arrow" suggested to separate Sergiyev Posad into two city centers: cultural and representative on Krasnoy Armii Avenue near Trinity-Sergius Lavra and administrative and business at the transport hubs (TH) Sergiyev Posad. The cultural and representative center will include the museum of orthodox art, the youth orthodox cultural center, patriarchal theological library, the congress center, hotel, the supreme church court, the body of Synod organizations, the missionary body, the patriarchal house of acceptances, representative offices of autocephalous churches and the center of orthodox media. All state institutions will transfer to the administrative business center (in the end of the city, opposite to monastery). In it it is going to place 23 public and municipal authorities: administration, BTI, management of a social security, court, investigative department, prosecutor's office, department of court ushers, pension fund, UFSB, rescue and fire fighting part, Inspectorate of the Federal Tax Service, labor union of cultural workers, management of health care, military commissariat and Ministry of Internal Affairs.
Also in the city housing — 11 district and 20 local centers will be built (total area — about 800 thousand sq.m). At the district center there have to be a supermarket, movie theater, sport center, a diagnostic office and the center of state services, local — school, a kindergarten, drugstore, shop, a stop of public transport and the sports ground.
Strategy provides also development of transport infrastructure. So, it is offered to construct New East detour, transport hubs which will integrate the railway station and bus station and also new and to upgrade old helipads (only five). Moreover, based on airfield of Vikhrevo it is offered to create the airport the maximum capacity of 1 million people a year.
According to sources of Kommersant, such large-scale reorganization can cost 60 billion rubles. Experts of Vedomosti consider that implementation of all concept can cost 120-140 billion rubles. So, according to Colliers, investment into housing, school, cultural and educational objects can cost approximately 85-100 billion rubles (without transport and engineering infrastructure). For comparison Vedomosti gives expenditure of the federal authorities for the program of improvement of the Russian cities: in two years from the federal budget about 50 billion rubles were spent.
