Single database of blood donation and its components

2023: Mishustin approved the creation of a unified system in the field of blood donation

At the end of May 2023, Prime Minister Mikhail Mishustin signed a decree approving the rules for maintaining a unified database of activities related to ensuring the safety of donated blood and its components, developing, organizing and promoting donation of blood and its components. The new system, judging by the document, will include several subsystems:

• automated transfusiology information system;
• the federal donor register;
• information security system;
• mobile application, personal account on the federal portal of the Blood Service (until the implementation of functionality at the EPGU;
• federal blood service portal.

The rules approved by Mishustin establish the procedure for maintaining a unified database for the implementation of measures related to ensuring the safety of donated blood and its components, the development, organization and promotion of donation, including the maintenance of a federal donor register, the timing and form of submission of information for the blood donation database, as well as the procedure for accessing information.

According to the document, the database of blood donation and its components also provides information interaction with the unified state information system in the field of health care (Uniform State Health Information System); the unified state information system of social security (EGISSO); FSIS "Unified Information Platform of the National Data Management System" (NDMS); Federal Registry of Bone Marrow and Hematopoietic Stem Cell Donors, Donor Bone Marrow and Hematopoietic Stem Cell, Bone Marrow and Hematopoietic Stem Cell Recipients; et al.

The resolution comes into force on September 1, 2023 and is valid until September 1, 2029.
