In August 2019, amendments to the law "On the Skolkovo Innovation Center" entered into force in Russia. Startups included in the register of small technology companies (MTK) will be able to obtain the status of a participant in the Skolkovo project without passing an examination. On the other hand, Turkot sees the task of the Skolkovo IT cluster in supporting investors, sharing risks with them, as well as raising the prestige of the profession of a software technologist and interacting with key Western partners.

In particular, more than ten Western companies are now creating R&D centers on the basis of Skolkovo. The financing scheme - a grant - was chosen by the Skolkovo Foundation. Investments in Parallels Research are distributed in a 50/50 proportion between Parallels and Skolkovo. Thus, the total volume of investments in the project will amount to 300 million rubles in the first year.
