2024: The volume of paid social services in Russia for the year increased by 14.8% and reached ₽54,5 billion
The volume of paid social services provided to elderly citizens and disabled people in Russia amounted to ₽54,5 billion in 2024. The figure is 14.8% higher than the level of the previous year. The sector has shown steady growth for five years. Services include accommodation in boarding houses, home social services and rehabilitation programs. This is evidenced by the data of the SYNOPSIS consulting & research study, published in October 2025.
According to experts, the market dynamics show an acceleration in 2024 after slowing down in 2023. For the period from 2020 to 2024, the volume of paid social services in Russia increased by ₽23,2 billion. The market has grown 1.7 times in five years. In 2020, the volume was ₽31,3 billion with a growth rate of 3.2%. The low dynamics was explained by the coronavirus pandemic and restrictions.
In 2021, the market showed a recovery of up to ₽36,2 billion. The growth rate accelerated to 15.6% from the base year. The removal of restrictions made it possible to resume the work of social institutions. In 2022, the volume reached ₽42 billion with a maximum growth rate of 19.3%. The period was characterized by deferred demand after the pandemic. Families actively placed elderly relatives in paid boarding houses.
In 2023, the market amounted to ₽47,5 billion with a slowdown in growth to 13.1%. The high base of the previous year influenced the dynamics of the indicator. In 2024, the volume reached ₽54,5 billion with a growth rate of 14.8%. The acceleration indicates a recovery in demand after the slowdown. The average annual growth rate for the period 2020-2024 amounted to 12% according to analysts.
Moscow leads in terms of paid social services among all subjects of Russia. In 2024, the capital accounted for ₽4,1 billion of the market. A high concentration of private boarding houses and service centers explains the result. Incomes of the population of Moscow allow you to pay for high-quality services. St. Petersburg and the Moscow region also show high consumption volumes. Regions with developed infrastructure attract customers from neighboring territories.[1]
