Solution "Kontur-Personal": Russian solution for the Russian companies
The Kontur-Personal system developed by SKB Kontur company allows to automate human resources management both at the small enterprises, and in the companies with the considerable state and a difficult organization structure. Important advantage of a system is the full support of the Russian legislation.
The Kontur-Personal system can be set both on the local computer, and in network with hundreds of jobs. According to solution designers, a system allows to process tens of thousands of personal cards and established posts. Besides, "Kontur-Personal" supports the evolutionary model allowing to store the history of details, including a status of the staff list and arrangement of employees well any date all the prepared and approved orders and reports. Moreover, even the organization of work can be under construction "from the order" – in this case change of all necessary details of objects happens during the forming and the adoption of the relevant order. Along with it, the Kontur-Personal system allows to make changes directly to details of objects.
Russian accent
The advantage of a system especially important for the Russian customer, the fact that "Kontur-Personal" contains over 130 reference books and more than 10 all-Russian qualifiers completed with up-to-date data, among which OKIN, OKSO, OKPDTR, RCEB, KLADR, STREET, lists of unhealthy occupations, etc. is. It considerably facilitates work of the user in a system and provides input of details in strict accordance with the requirement of necessary instructions and laws. At the same time, "Kontur-Personal" contains more than 100 ready report forms and over 40 types of orders on personnel and the staff list, including all forms provided by the instruction of Goskomstat.
So, for example, a system allows to organize accounting of providing annual main and additional holidays according to Articles 115-119 of the Labor Code of the Russian Federation. Besides, when providing a holiday to the worker non-paid for the term of over 7 days or a carer's leave for the child before achievement of 1.5 and 3 years by it, the Kontur-Personal system automatically prolongs the experience period for providing compulsory and additional annual leaves according to Article 121 of the Labor Code of the Russian Federation. At the same time, when providing a holiday on calendar days, a system considers holidays at calculation of date of completion of a holiday according to Article 120 of the Labor Code of the Russian Federation, and the reference book of holidays contains information on the sizes, frequency and the method of calculation of a holiday (on the calendar or working days) determined by Chapter 19 of the Labor Code of the Russian Federation. Also a system allows to keep account of payment of journey to the place of a holiday for the employee and members of his family according to Article 325 of the Labor Code of the Russian Federation.
Also in "Kontur-Personal" account of the periods of an experience for providing annual main and additional holidays is kept, the used holidays according to 125 Labor Codes of the Russian Federation, at the same time, in the dismissal order calculation of the unused vacation days or vacation days taken in the advance payment is conducted, account of the periods for which there were days of an unused holiday or for which the vacation is taken in the advance payment according to Article 127 of the Labor Code of the Russian Federation is kept. At the same time, according to Article 126 of the Labor Code of the Russian Federation, a system allows to issue compensation for an unused holiday.
Besides, "Kontur-Personal" provides control of approach of dates:

Among features of the solution it is possible to note also: formation of the employment contract taking into account the "essential conditions" provided by Article 57 of the Labor Code of the Russian Federation (characteristics of working conditions, compensations and privileges for work in severe and harmful conditions, the reasons of the conclusion of the terminal employment contract, types and conditions of social insurance), formation of supplementary agreements to the employment contract at change of the "essential conditions" provided by Article 57 of the Labor Code of the Russian Federation. Besides, in a system support of communication of positions with the qualifier of OKPDTR according to Article 57 of the Labor Code of the Russian Federation is implemented.
At the same time, the Kontur-Personal system is constructed on the basis of the single database and supplied with the report generator and orders and also intellectual means of selection of information. Also thanks to the thin system of setup of the rights of the user, it is easy to create a large number of specialized jobs.
Main functionality
Organization structure
The Kontur-Personal system allows to organize the description of an organization structure of the enterprise of any complexity, to monitor its changes in time and to create the relevant orders (for example, creation and disbandment of divisions and established posts). Certainly, a system supports creation and maintaining the staff list and provides planning of wage fund.
Also the functionality of a system allows to implement reporting, including the staff list in T-3 form, notifications on change of the staff list, reports on payroll and average number and also the staff list with arrangement, lists of preferential professions, reports on vacancies and a sverkhshtat, etc.
Human resource management
The functionality of the solution of SKB Kontur provides accounting of the movement of the personnel (employment, appointments and dismissals, permission and the termination of combination, work on civil contracts), accounting of holidays, business trips, sick leave notes, changes of conditions and compensation, punishments and encouragement, to change of personal data, accounting of persons liable for call-up, maintaining a talent pool and accounting of advanced training, certifications, retrainings and training of employees. Besides, in a system accounting of different types of an experience (the general, preferential, continuous, northern, at the enterprise, at the state and municipal positions, etc.) and also accounting of employees pensioners and medical accounting is implemented.
Time keeping
A system allows to organize time keeping with data reception with "an electronic checkpoint" and transfer of necessary information in programs of calculation of work and the salary, printing of different forms of the sheet, including T-2 and T-3 forms. Besides, with the help of "Kontur-Personal" it is possible to implement formation and printing of documents of the individual (personified) accounting in the system of the national pension insurance and also data transmission in the Pension Fund of the Russian Federation on magnetic carriers (ADV-1, ADV-2, ADV-3, SZV-4-1, SZV-4-2, SZV-K, ADV-6-1).
Besides, the functionality of a system provides formation and printing of orders and reports according to requirements of regulations: Labor Code of the Russian Federation, instructions of Goskomstat (T-1, T-1a, T-2, T-4, T-5, T-5a, T-6, T-6a, T-60, T-8, T-8a, T-61, T-73, T-11, T-11a, T-7, T-9, T-10, T-10a). Also instructions for conducting military accounting in the organizations (lists of the accepted, dismissed persons liable for call-up, form No. 6) and also all necessary instructions of the Pension fund are supported.
Other functions
The Kontur-Personal system allows to implement the following functions, in particular:
- employee screening, meeting the set requirements, on a card file;
- maintaining scales of charges for the budget and self-supporting organizations;
- maintaining the register of orders and transfer of old orders in archive;
- selection of orders on the specific employee or a group of persons;
- formation of different reports: lists of employees with any set of details, the analysis of the reasons of violations and punishments, reports on movements, number of the working employees in different cuts (on age, sex, education, categories, an operation mode, etc.);
- transfer of personnel data in accounting;
- administration and setup of access rights of users of a system;
- creation of own report types and orders.
Jobs and access
The Kontur-Personal system allows to differentiate data access to the level of each detail and separate record of the detail. On the basis of standard modules the different jobs providing data access to specialists and heads of different level for the solution of a problem of personnel management are created: personnel department, economical department, department of work and the salary, accounting, organic bureaus, training center, a military and accounting table, department of the personified accounting, department of work with veterans, office, etc.
Technical requirements
"Circuit personnel" is the unified information system constructed on Microsoft SQL Server platform 2000. A system is easily integrated with the MS Office applications and also with solutions of the third-party developers supporting COM. Besides, in "Kontur-Personal" export given in files of Excel and a dbf-format and also import of data from any bases is implemented.
For normal system operation the following requirements are imposed to hardware infrastructure. Server: the processor is not lower than Pentium III, Pentium 4, RAM of 512 MB and more, the hard drive of 20 GB and more, the Windows 2000 operating system is recommended above (except for Windows ME). Client workplace: the processor is not lower than Pentium II, Pentium III is recommended above, RAM is not less than 128 MB, 256 MB and more, the hard drive of 6 GB and more, the Windows 98 operating system above (except for Windows ME), existence of MS Office 2000 are desirable.
Support and coordinates
The SKB Kontur company provides complex support of the solution: will organize training in corporate training center and in workplaces of the customer, assists in installation and setup of a system at the request of the customer.
