2024: Russia creates the first mobile radio standard for security officials

In September 2024, it became known that work is being completed in Russia to create the first national standard for mobile radio communications for law enforcement agencies. The new standard is being developed for professional mobile radio communications (PMR) and will be in demand not only by security forces, but also by industrial and transport companies. The basis for the Russian standard was the open European DMR standard, which has been finalized to ensure complete compatibility between equipment from various manufacturers.

According to Cnews, the Consortium of Professional Video Monitoring and Radio Communication Systems, created in 2020 with the support of the Ministry of Industry and Trade, is developing the new standard. The bulk of the work has already been completed: three books have been released describing the radio interface, audio codec and interconnection. By the end of 2024, these documents are planned to be approved by Rosstandart. It is expected that a book on information security will be published in 2025, after which the standard will be finally formed.

The first mobile radio communication standard for security officials is being created in Russia

The creation of the standard, according to the Consortium, was influenced by the need to ensure compatibility between equipment from various manufacturers, which is critical for many departments and industries. In the existing DMR standard, compatibility problems often arise due to the ad hoc protocol stack, as well as the ability of manufacturers to implement their own "private" feature sets. This creates incompatibility both between equipment from different manufacturers and between network segments of the same department. The new national standard aims to address these issues by ensuring safety and efficiency in day-to-day operations and in emergency situations.

2023: FSO creates a secure network in Moscow for officials for 6.2 billion rubles

On August 2, 2023, it became known that the Federal Security Service of the Russian Federation (FSO) was creating a secure data network in Moscow for civil servants. The implementation of a large-scale project will cost more than 6 billion rubles.

According to CNews, the initiative is part of the Federal Project "Information Infrastructure" of the national program "Digital Economy." It is planned to form a communication platform based on high-speed channels protected by cryptographic methods for existing and promising networks and special communication systems. At the same time, officials in the public administration sector will receive digital subscriber devices in a special version.

FSO creates a secure data network designed for civil servants

The project is being implemented by the Federal Security Service in the Moscow region. Participants in the domestic telecommunications market say that the department is building a fourth-generation cellular communication network (4G/LTE) on trusted domestic equipment with professional radio communication functions. 6.2 billion rubles will be allocated from the federal budget for the deployment of infrastructure until 2024.

According to available information, the company "Aquarius" will be engaged in the supply of subscriber terminals for officials, which from 2021 will develop secure pocket computers with mobile communication functions. Such devices are also designed for the needs of the military.

The FSO already manages a secure communication network for government departments - Rsnet. As CNews clarifies, the federal budget will provide 3.7 billion rubles for the development of this platform in 2019-2024. Another 1.13 billion rubles for this period will be allocated "to create a distributed system for managing and monitoring information security of the Russian state segment of the Internet with high performance of the traffic purification system."[2]

2020: Why demand for special communications is growing in Russia

By the end of June 2020, Russia is experiencing a surge in demand for special communications. Market participants in a conversation with RBC named the reasons for this growth. Among them - primarily the security and fault tolerance of special communication networks.

In Russia, there is a surge in demand for special communications

According to him, the value of special communications lies in the ability to adapt to the needs of the customer in order to ensure the efficiency of his technological processes in conditions of humidity, dust and temperature spread, which negatively affect the work of general civil fixed and cellular communications. A solution that can adapt to the needs of the consumer will always be in demand on the market, he is sure.

Managing Director of Arman Igor Goldobin is confident that industrial communications is still an important part of the functioning of any industrial enterprise and this makes the market very attractive for business

Goldobin estimates the annual growth of the special communications market at 5% and calls it "mobile and dynamic." Here there are constantly new challenges for integrators, the customer sets tasks for integrating solutions, developing platforms, puts forward new requirements for customer focus, he added.

Director of Business Development of  Lintech JSC Igor Rasskazov associates the increase in demand for special communications with the obsolescence of classical telephony built on a client-server architecture. At the same time, cellular communications, according to him, are not allowed at all to be used as a technological communication of the enterprise. In particular, this is due to the fact that the smartphones used by employees  are not explosion-proof or industrial , and the operator can carry out routine or repair work at base stations without informing the enterprise.

According to the forecast of J'son & Partners Consulting analysts,  the number of users of special (including at industrial enterprises) radio communications in Russia in 2020 will increase by 14% compared to 2018[3]
