2023: Minek: In 2023, 50 state programs for 20 trillion rubles operated in Russia, they were executed by 94.4%

According to June 6, 2024 from the Ministry of Economic Development, in 2023, 50 state programs with a total budget of more than 20 trillion rubles operated in Russia. Their average performance was 94.4%, which is slightly lower than in 2022 (95.4%).

To assess the effectiveness of the implementation of state programs, three indicators were taken into account: the timeliness of the implementation of measures (80%), the dynamics of the growth of indicators (10%) and the quality of financial management (10%). The overall result decreased due to the deterioration in the assessment of the quality of financial management - from 98.2% to 82%, despite the increase in the level of cash execution from 99.2% to 99.5%.

According to the Ministry of Economic Development, another reason was the decrease in the growth of state programs - from 93.6% to 86%. This is due to the fact that some planned values ​ ​ for 2023 were set below the actual indicators for 2022, taking into account the impact of sanctions and other external factors. In addition, the ministry added that out of 38 "open" state programs, the lowest efficiency ratings were received by the programs "Development of Physical Culture and Sports" (85.5%) and "Construction" (81.6%). The Ministry of Economic Development explained that in the first case international competitions were taken into account, "for objective reasons could not be achieved," and in the second - the program has an analytical nature and was assessed only after achieving the indicators. In total, the share of unfulfilled indicators of state programs in 2023 amounted to 7.3% against 12.6% a year earlier.

The department expects that according to the results of 2024, there will be a minimum number of such indicators. They added that they are working with the Ministry of Construction to finalize programs, and in general, the results of the year indicate an effective system for managing state programs, the Ministry of Economic Development summed up.[1]
