2024: The volume of public procurement for the maintenance of homeless animals reached ₽12 billion

In May 2025, the Tenderplan analytical system presented a report on public procurement related to the maintenance of stray animals in Russian regions. In 2024, more than ₽12 billion were allocated for these purposes, including funds for the construction and repair of shelters, the supply of food and medicine, the maintenance of dogs and cats, as well as the regulation of their numbers.

According to Vedomosti, the most costly item of expenses was the maintenance of animals in shelters that cannot be returned to their former habitat. In 2024, more than 3,100 tenders totaling ₽5,9 billion were placed in all regions of Russia. The leaders in terms of the amount of funds requested were the regions of the Far Eastern Federal District (₽1,6 billion) and the Siberian Federal District (₽1,3 billion). The North Caucasus Federal District requested the smallest amount - only ₽94 million.

Public procurement for the maintenance of homeless animals in Russia for the year reached ₽12 billion

The second largest item of expenses is the capture of stray animals, their vaccination, sterilization, overexposure and killing. For these purposes, the subjects of the federation placed more than 2900 tenders in the amount of ₽5,1 billion. The Far Eastern and Siberian Federal Districts (₽1,3 billion each) are also in the lead in this category, and the North Caucasus Federal District closes the list with an indicator of ₽74,7 million.

For the construction of shelters for homeless animals, the regions in total requested almost ₽756 million (36 public procurement). Most of the tenders were placed by the Far Eastern Federal District (21 purchases worth more than ₽90 million) and the Central Federal District (11 purchases worth almost ₽185 million). The smallest number of tenders was announced by the North Caucasus Federal District - only one in the amount of about ₽3 million.

It is noteworthy that the Southern Federal District in 2024 did not conduct purchases in the category of building shelters. A similar situation was observed in the category of repair work and improvement: the Far Eastern Federal District requested the largest amount of funds (₽90,1 million), the smallest - the Siberian Federal District (₽4,3 million), and the Southern Federal District did not place tenders at all.[1]
