Main provisions of the national project

On September 11, 2024 Ministry of Agriculture Russia , he presented the national project "Technological Security for Food Security," the launch of which is scheduled for 2025. The project is aimed at strengthening the technological independence of the country's agro-industrial complex (agro-industrial complex) and consists of five federal projects. Among them are programs on selection and genetics, biotechnology, veterinary drugs, equipment and equipment, as well as training personnel for the industry.

According to Kommersant, the main changes in the new version of the national project relate to its structure and target targets. The project envisages achieving 75 percent self-sufficiency in the seeds of major crops by 2030. However, depending on the sector, the results may vary. For example, in wheat production, this figure already exceeds the target, while in crops such as potatoes and sugar beets, the results are still much lower.

According to the Ministry of Agriculture, the federal biotechnology project includes new indicators for the provision of enzymes and feed additives for the food industry. By 2030, the level of self-sufficiency in these products should reach 75%, up from 30% in 2023. It also provides for an increase in production capacities for the production of feed additives to 363 thousand tons from 140 thousand tons.

The federal project on veterinary drugs and vaccines was also adjusted: the target level of vaccine provision by 2030 was increased from 47% to 61%. This is due to the update of data for 2023, which showed an increase in the level of security from 30% to 49%.

The project to provide the industry with personnel has also undergone significant changes. It focuses on supporting students of agricultural universities and employees of research institutes, as well as on the creation of agrotechnological classes.[1]

Preparation of the national project, budget - 1 trillion rubles

The Russian government has begun preparing a new large-scale national project "Technological Support for Food Security." This was announced in March 2024 by Deputy Prime Minister Victoria Abramchenko, speaking in the State Duma.

According to her, this initiative is being implemented within the framework of the general national project to ensure the country's technological sovereignty.

The national project "Technological support of food security" is designed to solve one of the main tasks outlined in the decree of the head of state on the national development goals of Russia - to ensure the technological independence of the Russian agro-industrial complex. To do this, the project involves the implementation of eight federal projects in such areas as selection and genetics, the production of seeds, veterinary drugs, feed additives and plant protection products, as well as technical equipment of the industry and personnel support.

According to preliminary estimates of the Ministry of Agriculture, the implementation of the national project until 2030 will require about 1 trillion rubles of investment. At the same time, the authorities expect to achieve serious results in import substitution in critical segments: by 2030, the provision of the industry with seeds of domestic selection should grow to 75% against 62.5% in 2023, vaccines - up to 47% (30%), and veterinary drugs - up to 70% (50%).

According to the Deputy Prime Minister, the national project "Technological Support for Food Security" will become a key tool for solving one of the strategic tasks in agriculture - reducing critical dependence on imports. Its successful implementation will ensure food sovereignty and independence of the agro-industrial complex of Russia in the long term, she added.[2][3]
