2017: Strategy till 2030 is approved
On May 9, 2017 the Russian President Vladimir Putin approved the new development strategy of information society in the country expected the period of 2017-2030.
Till October 1, 2017 the government should approve the plan of implementation of new strategy and the list of indicators of development of information society.
In strategy the basic principles, the purposes and the directions of development of information and communication infrastructure of the Russian Federation, formation of a new technology basis for development of economy and the social sphere, ensuring national interests in the field of digital economy, protection of infrastructure and data, etc. are described.
According to strategy, when using information and communication technologies "traditional Russian spiritual and moral values" and respect for the "standards of behaviour" based on them are considered as a priority.
Strategy assumes formation of the information space based on knowledge and considering needs of citizens and society for obtaining "qualitative and authentic data". One of measures for formation of such space developers of strategy see holding actions "in the field of spiritual and moral education of citizens".
The essential value in strategy is allocated for import substitution of ICT, creation and use of the Russian technologies. For steady functioning of information infrastructure of the Russian Federation it is necessary to replace the import equipment, the software and electronic component base with the Russian analogs, to ensure technology and production independence and information security, said in strategy.
For providing safe and technology independent the software and services strategy assumes creation of the Russian general-system and application software, the telecom equipment and user devices for wide use by citizens, business and state agencies.
According to strategy it is necessary to provide use of the Russian ICT in state agencies, the companies with state participation and local government authorities. Also use of the Russian cryptoalgorithms and means of enciphering in electronic interaction of state agencies among themselves and also with citizens and the different organizations is supposed.
The comprehensive protection of information infrastructure of the Russian Federation should be provided, including, using the state system of detection, warning and mitigation of consequences of the computer attacks.
In addition to the government and the Russian President Administration, strategy implementation will be provided by a number of the organizations. Among them – Security Council of the Russian Federation, federal authorities, the Central Bank of Russian Federation, regional state agencies and local government authorities, the public and off-budget foundations, state corporations, etc.
Also financing sources of actions of strategy – from federal funds to non-budgetary sources will be various.
2008: The first strategy till 2015 is approved
In February, 2008 the development strategy of information society in the Russian Federation was approved. Its main objective was:
- quality improvement of life of citizens,
- ensuring competitiveness of Russia,
- development of economic, socio-political, cultural and spiritual spheres of life of society,
- improvement of a system of public administration on the basis of use of information and telecommunication technologies.
The directions of development of strategy were created around formation of modern ICT infrastructure and providing on its basis of services for the population, quality improvement of education, medical care, social protection of the population on the basis of development and use of ICT, increase in efficiency of a state administration, etc.
Key indicators which were going to be reached as a result of strategy implementation were designated for up to 2015.
