Dynamics of Russian budget revenues from oil exports

Reduction of customs duties on oil and gas by 4.2 times to 393 billion rubles in the 1st half of the year

Customs duties on oil, oil products and gas amounted to 393 billion in the first half of 2023, which is 4.2 times lower than 2022 (1.7 trillion) and more than twice lower than 2021 (827 billion), when Urals was about $63.

Decrease in budget revenues by 35% in the first quarter to 1.288 trillion rubles

In January-March 2023, the Federal Customs Service of the Russian Federation reduced transfers to the budget by 35.1% - to 1 trillion 288.1 billion rubles.

2022

Budget revenues for the year decreased by 934 billion rubles

At the end of 2022, the Federal Customs Service (FCS) reduced fees to the budget by almost one trillion rubles compared to 2021. This became known on January 23, 2023.

According to Kommersant, the Russian Federation received less money due to a decrease in imports, while the export part of customs fees amid rising oil and gas prices was in the black. Federal budget revenues administered by the Federal Customs Service of Russia in 2022 amounted to 6.2 trillion rubles. This is 15% less (or 934 billion rubles) than in 2021.

The FCS notes that budget revenues when importing goods in 2022 are estimated at 3.3 trillion rubles, when exporting goods - 2.7 trillion rubles, other income - 0.2 trillion rubles. The volume of benefits provided (from customs concessions to business in 2022) in 2022 amounted to 1 trillion 12 billion rubles, of which: when importing goods - 478 billion rubles, when exporting - 534 billion rubles, the FCS reported.

By the end of the year, the Ministry of Finance records a decrease in all three components of budget revenues from imports - VAT, excise taxes and import duties. Import VAT fees by 2021 decreased by 18% and amounted to 3.063 trillion rubles. Revenues of excise taxes during import fell by 21%, to 104 billion rubles, import customs duties - by 29%, to 610 billion rubles.

As a result of the multidirectional movement of the indicators of budget revenues from imports and exports, the relationship between these two components has changed again. In 2021, the share of import payments amounted to 61% of all customs receipts, export - 35%. In 2022, the share of receipts from the import of goods decreased to 53.2%, and during export - increased to 43.5%. However, the trend, apparently, such a movement will not become, indicates the publication. The fact is that by the end of 2022 it began to recover, and export prices for Russian goods, especially Urals oil, began to decline.^[1]

Decrease in transfers to the budget in November by 48% to 388 billion rubles

In November 2022, the Federal Customs Service reduced transfers to the budget of the Russian Federation by 48.4% compared to the same period last year, to 388 billion rubles.

2020: FCS transferred 4.75 trillion rubles (-17%) to the budget

At the end of 2020, the FCS transferred 4 trillion 751.8 billion rubles to the federal budget. Thus, compared to the previous year, revenues decreased by 17.1%.

The planned task for the FCS for transfers to the budget of the Russian Federation for 2021 is almost 5 trillion rubles.
