2023: Modernization of the system for 1.5 billion rubles
In mid-July 2023, it became known that the Ministry of Health of the Moscow Region announced at least 10 tenders for the modernization and technical support of the state information system (GIS) in the field of health.
We are talking about the Unified Medical Information and Analytical System of the Moscow Region (EMIAS MO). The total amount of announced tenders is approximately 1.5 billion rubles. In particular, the largest contract is aimed at modernizing the Stationary subsystem: the initial price is 637.2 million rubles. It is assumed that the winning company in 2023-2024 will support the work of this segment. The contractor will also have to implement additional functionality.
The contractor, among other things, will prepare conditions for "the share of clinics that conduct centralized accounting of some types of processes to increase from 0% to 90%." It is also planned to increase the share of certain types of electronic documents. The number of clinics transmitting data on patients with BSC, oncology and obstetrics and gynecology to the regional segment of specialized vertically integrated medical information systems should increase from 0% to 60%.
Another major tender involves the development of the Polyclinic subsystem. The cost of work is estimated at 485.2 million rubles. In June 2023, Tsifromed LLC became the winner of this competition. Work in this area should be completed by the end of 2023.
Other tenders are related to other components of EMIAS. These include an ambulance control system, a laboratory diagnostics platform, a medical imaging system, etc. In total, in 2021-2023, Tsifromed signed 13 contracts with the Ministry of Health of the Moscow Region for 1.165 billion rubles to modernize GIS and maintain its functioning.
